Instruction to the Military Governor of the Semirechye Region from the Steppe General Governorship
ORDER TO THE MILITARY GOVERNOR OF THE SEMIRECHENSKAYA REGION FROM THE STEPPE GENERAL-GOVERNORATE REGARDING THE IRREGULARITIES IN THE ELECTIONS IN THE ATEKINSKAYA VOLOST

The representatives from the societies of landowners No. 1, 2, 4, and 5 of the Atekinskaya volost of the Pishpek district, Aleke Alimbekov, Burymbay Sasykov, Sultan Dalbaev, and 423 yurt owners of the same volost, in three petitions addressed to my name, stated that due to the oppression inflicted by the Kyrgyz from the Jantayev clan, they, the petitioners, were separated from this volost and formed another volost, Atekinskaya.
This year, during the elections for the Manager in this last volost, their fellow villager, a relative of the Jantayevs, Kyrgyz Tisekbay Tulgenyev, wishing to strengthen his party, requested the transfer of 53 landowners from the Sarybagysh volost to No. 1 of the Atekinskaya volost and as a result was elected as Manager, despite the fact that, as the petitioners claim, 404 votes were cast for Tulgenyev's election and 423 votes against it.
Once again under the influence of the Jantayev clan and their party, the petitioners have repeatedly appealed to Your Excellency to take measures to eliminate the oppression caused by the relatives of the Jantayevs in the person of their Manager and his party, reported on the irregular elections of Tulgenyev as Volost Manager, and requested the return of the aforementioned 53 landowners—supporters of Tulgenyev—to the Sarybagysh volost, but no orders have followed from Your Excellency regarding these requests.
As a result, the aforementioned Kyrgyz request to transfer back to the Sarybagysh volost the 53 landowners, especially since they were accepted into the Atekinskaya volost without their consent.
Attached herewith, in addition to the proposal dated September 1 of this year No. 3695, are the mentioned petitions, and I have the honor to humbly request Your Excellency to pay special attention to the disorder occurring in the Atekinskaya volost due to the warring parties, to take immediate measures to eliminate these disorders, and then to inform me in a timely manner with a detailed clarification of the matter and the measures that you will take regarding this issue.
