In addition to the telegram and report, I present to Your Excellency a copy of the report from the acting military governor of the Syr-Darya region regarding the arrival in the city of Khojent of deputies from the Kokand Kyrgyz, dissatisfied with Khudoyar Khan, along with copies of letters from the Khojent district chief to Major General Eiler and from the Kokand insurgents to Lieutenant Colonel Baron Nolde, as well as a list of the Kyrgyz clans that rebelled against the Kokand Khan. I have the honor to report that I approved the order of Major General Eiler, as outlined in his report, and having noted from the letter of the insurgents that the Khojent district chief allegedly sent his envoy to them first and thus entered into negotiations with them, I instructed the military governor to conduct a strict investigation to verify and clarify this statement. At the same time, to avoid misunderstandings, I ordered that the border district chiefs be instructed not to enter into negotiations with the population of the border territories with us.
As for verifying the statement mentioned in the same letter from the insurgents regarding the alleged negotiations between them and the Tokmak district chief through Shabdan Jantaev, I have assigned this task to the acting military governor of the Semirechye region.
I will have the honor to report to Your Excellency on the results of the investigations upon receiving the reports.
Regardless of the above, I have instructed the military governors of the Syr-Darya and Semirechye regions that, in the event that Kokand Kyrgyz migrate into the territories entrusted to them, they should immediately remove them to their pastures.
