This is issued by the Military Governor of the Semirechenskaya region, with the proper signature and the state seal, to the Kyrgyz of the same region, from the Tokmak district, Sarybagysh volost, Manap Shabdan Djantaev, 44 years of age, stating that he, Djantaev, with the consent of His Excellency the General Governor Stepanov, has been elected and appointed as one of the deputies from the local population of the Semirechenskaya region to attend the Sacred Coronation of Their IMPERIAL MAJESTIES, and therefore the relevant authorities and officials are kindly requested to grant him free passage, along with Djantaev, in the capacity of an attendant, the Karakirgiz from the Tokmak district, Tynaevskaya volost, Izetbay Danayev, for the journey to the city of Moscow.
