Protocol of the Meeting on the Construction of a Wooden Church in Pishpek. Document No. 30 (December 1902)

PROTOCOL OF THE MEETING OF THE SEMIRECHEN REGION ON CITY AFFAIRS REGARDING THE CONSTRUCTION OF A NEW WOODEN CHURCH IN THE CITY OF PISHPEK
City of Verny, December 14, 1902.
Chairing was the Acting Military Governor of the Semirech Region, Vice Governor, Actual State Councilor Ostashkin. Present were members: Prosecutor of the Verny District Court, Collegiate Councilor Shmurlo, Verny City Mayor, hereditary honorary citizen Putagov, and a member of the Verny City Duma, retired State Councilor Vishnevsky.
Heard: The resolution of the Assembly of authorized representatives of the city of Pishpek dated May 30 of this year No. 31 regarding the construction of a new wooden church in the city of Pishpek and the allocation of 9,500 rubles from the reserve city capital for this purpose.
From this resolution, it is noted that the assembly of authorized representatives, having discussed the necessity of constructing a new wooden church in the city of Pishpek, with a capacity for 1,500 worshippers, in place of the old stone church, which was damaged by the earthquake of 1886 and is threatening to collapse due to existing cracks in the walls, concluded to allocate 10,000 rubles from the reserve capital of the city of Pishpek, as requested by the rector of the city church, Priest Bogoslovsky, for the construction of the church. As for the remaining funds necessary to complete the construction, which will cost up to 25,000 rubles, these, according to the statement of Priest Bogoslovsky, whose relationship is quoted in the resolution of the assembly of authorized representatives, will be sought outside the city treasury. The amount borrowed from the reserve capital, the city public administration commits to replenish with annual contributions of 200 rubles, showing such in the expenditure estimate.
Note: The reserve capital of the Pishpek city public administration amounts to 22,959 rubles 1 kopeck, with revenues for 1903 estimated at 23,215 rubles 29 kopecks and intended for expenditure of 23,177 rubles 8 kopecks, including 500 rubles for the formation of capital for the construction of the church; the same amount (500 rubles) is allocated in the 1902 budget.
Law: Article 4 of the city regulations and Article 18 appended to Article 140 of the same regulations published in 1892.
Ordered: Having discussed the above, the Semirech Regional Authority on city affairs finds that the construction of a new wooden temple in the city of Pishpek is recognized as necessary and urgent, as the old church building has become unusable and threatens to collapse, a circumstance that, given the frequent earthquakes in the Semirech region, including in the city of Pishpek, will inevitably result in disasters for people. To construct the new wooden church, up to 25,000 rubles will be required, of which the city public administration, at the request of the church rector, intends to allocate 10,000 rubles from city funds, which should include 500 rubles allocated in the 1902 budget and 500 rubles included in the 1903 budget.
Recognizing the petition of the Pishpek city public administration as deserving of respect, the Semirech Regional Authority on city affairs determines: with the presentation of a copy of this journal, to request the Governor-General of Turkestan for permission to allocate 9,000 rubles from the reserve capital of the city of Pishpek for the construction of the city church, on the condition that this loan is replenished with annual contributions of 200 rubles.
