MEMORANDUM FROM THE DEPUTY CHAIRMAN OF THE FRUNZE CITY COUNCIL TO THE SOVIET OF PEOPLE'S COMMISSARS OF THE USSR ON THE ISSUE OF ORGANIZING MECHANIZED EXTRACTION OF EARTH MATERIALS AND BROKEN STONE


Frunze, August 19, 1937

In the city of Frunze, until 1934, no large buildings were constructed that would require a corresponding amount of local building materials.

Since 1936, significant funds have been invested in the construction of large buildings, residential houses, schools, kindergartens, roads, etc.; which required a large quantity of materials such as broken stone, sand, and gravel.

The specified types of building materials for the construction of the city of Frunze were cobblestones, gravel, and sand from the floodplain of the Alamedin River. The reserves in the latter depend on the state of the floods.

The presence of floods in the floodplain of the Alamedin River brings earth materials that are used for the construction of the city of Frunze.

With the increase in capital investments, the floodplain of the Alamedin River does not provide sufficient earth materials for construction; stone collection is carried out over a large area of the floodplain, which increases the distance for transporting stone and raises the cost of construction in the city of Frunze by 960 thousand rubles with capital investments of 22 million rubles.

The construction of the city of Frunze requires quality building materials.

Until now, foundations for 2-3 story buildings have been laid (and are being laid) from cobblestones; the latter does not provide any bonding or strength for the foundation.

With capital investments in construction of 616,760 thousand rubles, the organization of a mechanized quarry for the extraction of cobblestones, gravel, sand, and broken stone will yield up to 23,850 thousand rubles in savings and free up a colossal amount of transport from the transportation of earth materials, as the extraction of cobblestones will be located closer than the distance from which they are currently brought.

The organization of a broken stone quarry will allow for the reduction of concrete work (steps, cornice slabs, etc.), which will partially free up the funded material of cement, which arrives in the city of Frunze in small quantities and untimely.

Considering the great need for earth materials and the economy, the Frunze City Council requests the Soviet of People's Commissars of the USSR to allocate capital investments for the organization of mechanized extraction of earth materials and broken stone in the amount of 2,365 thousand rubles.
