AND THE CHAIRMAN OF THE COUNCIL OF PEOPLE'S COMMISSARS OF THE USSR COMRADE MOLOTOV V.M. REQUESTING ADDITIONAL INVESTMENTS FOR THE IMPROVEMENT OF THE CITY OF FRUNZE
City of Frunze, November 21, 1936.
The city of Frunze, the capital of Kyrgyzstan, still remains an extremely poorly developed center.
The housing provision is 2.7 square meters per person. Institutions are located in unsuitable premises. There is not enough electricity for the needs of enterprises.
The city of Frunze is particularly lagging behind in the construction of cultural institutions: there is no special building for a theater, a winter cinema, a house for pioneers, a state library, a culture and recreation park, or a republican stadium.
In addition to the investments for the improvement of the city of Frunze that are provided for by the State Planning Committee, we request to include the following facilities in the investment limit:
1. Housing construction
Construction of 20 standard houses purchased in 1936: 950 thousand rubles.
Residential building for artists: 1000 -//-
Residential building for artists: 640 -//-
Total: 2590 thousand rubles.
2. Atbashinskaya Hydroelectric Power Station (project ready with a total cost of 6466 thousand rubles) requested for 1937: 1400 -//-
3. Kirghiz State Theater (total cost of 5000 thousand rubles) requested for 1937: 1500 thousand rubles.
4. Palace of Pioneers (total cost of 3 million rubles) requested for 1937: 1000 thousand rubles.
5. Building for winter cinema in the workers' town: 810 thousand rubles.
6. Summer cinema: 300 thousand rubles.
7. Republican library: 720 thousand rubles.
8. Culture and recreation park: 1000 thousand rubles.
9. Republican library: 1500 thousand rubles.
10. Music and ballet school: 1300 thousand rubles.
11. School of Fine Arts with dormitory for students: 840 thousand rubles.
12. Children's hospital (there is no children's hospital in the city): 1000 thousand rubles.
13. Administrative construction:
House of the People's Commissariat for Industry: 500 thousand rubles.
House of the Supreme Court and Prosecutor's Office: 1000 thousand rubles.
House of the People's Commissariat for Health: 500 thousand rubles.
Total: 2000 thousand rubles.
Total for the city of Frunze: 15960 thousand rubles.
