RESOLUTION OF THE SOVIET PEOPLE'S COMMISSARIAT OF THE KYRGYZ SSR AND THE CENTRAL COMMITTEE OF THE COMMUNIST PARTY (BOLSHEVIKS) OF KYRGYZSTAN "ON THE COMMEMORATION OF THE 40TH ANNIVERSARY OF THE SCIENTIFIC, PEDAGOGICAL, AND SOCIAL ACTIVITIES OF ACADEMICIAN SKRYABIN KONSTANTIN IVANOVICH"


Frunze, November 3, 1945

In connection with the upcoming 40th anniversary of the scientific, pedagogical, and social activities of the Chairman of the Presidium of the Kyrgyz Branch of the USSR Academy of Sciences, laureate of the Stalin Prize, Academician Skryabin Konstantin Ivanovich, on November 15, 1945, the Soviet People's Commissariat of the Kyrgyz SSR and the Central Committee of the Communist Party (Bolsheviks) of Kyrgyzstan resolve:

1. To hold an expanded meeting of the Presidium of the Kyrgyz Branch of the USSR Academy of Sciences on November 14, 1945, with a report on the activities of K.I. Skryabin.

2. To instruct the Kyrgyz Branch of the Academy of Sciences (Comrade Shukur) to publish a popular brochure on the scientific, pedagogical, and social activities of Comrade K.I. Skryabin by November 10, 1945.

3. To name the Kyrgyz State Agricultural Institute and Secondary School No. 28 (Frunze) after Academician Skryabin.

RESOLUTION OF THE SOVIET PEOPLE'S COMMISSARIAT OF THE KYRGYZ SSR AND THE CENTRAL COMMITTEE OF THE COMMUNIST PARTY (BOLSHEVIKS) OF KYRGYZSTAN "ON THE ORGANIZATION OF CRAFT SCHOOL NO. 5 FOR WORKERS OF THE PRINTING INDUSTRY IN THE CITY OF FRUNZE"


Frunze, November 29, 1945

In order to provide the printing industry of the Kyrgyz SSR with qualified labor and in accordance with the permission of the Main Administration of State Labor Reserves under the Soviet People's Commissariat of the USSR dated October 30 of this year, the Soviet People's Commissariat of the Kyrgyz SSR and the Central Committee of the Communist Party (Bolsheviks) of Kyrgyzstan resolve:

1. To organize in the city of Frunze, based on the enterprises of the Administration for Printing and Publishing under the Soviet People's Commissariat of the Kyrgyz SSR, Craft School No. 5 for training workers in the printing industry with a student body of 200 people.

2. To instruct the Ministry of Construction of the Kyrgyz SSR (Comrade Dubov) to transfer to the Administration of Labor Reserves under the Soviet People's Commissariat of the Kyrgyz SSR, from one balance to another, the building and structures with outbuildings occupied by the former vocational school No. 5 at 9-a Voroshilov Street.

3. To instruct the head of the Administration for Printing and Publishing under the Soviet People's Commissariat of the Kyrgyz SSR, Comrade Berdybekov, by December 15, 1945:
a) to equip the premises at 9-a Voroshilov Street with a dormitory, dining room, kitchen, and laundry with necessary inventory for 200 students;
b) to provide all students of Craft School No. 5 with a production base, workplaces, necessary tools and materials, as well as to equip classrooms for theoretical studies;
c) to allocate the best qualified masters and teachers for special disciplines to guide the educational and production process of the school, a senior master, and a deputy director for educational and production matters;
d) to jointly establish the profile of professions to be trained at Craft School No. 5 with the Administration of State Labor Reserves (Comrade Ushakov).

4. To instruct the Bureau for Accounting and Distribution of Labor Force under the Soviet People's Commissariat of the Kyrgyz SSR (Comrade Shakhnazarov) and the chairmen of regional executive committees, district executive committees, and city executive committees of the Councils of Workers' Deputies to recruit 200 youths aged 15 years with education not lower than 6 grades of secondary school to Craft School No. 5 by December 15, 1945, including:

From the Issyk-Kul region - 23 people
(including Kyrgyz) - 23 people
From the Tian Shan region - 14 people
(including Kyrgyz) - 14 people
From the Talas region - 12 people
(including Kyrgyz) - 12 people
From the Jalal-Abad region - 27 people
(including Kyrgyz) - 27 people
From the Osh region - 40 people
(including Kyrgyz) - 40 people
From the Frunze region - 24 people
(including Kyrgyz) - 24 people
From the city of Frunze - 60 people
(including Kyrgyz) - 10 people
Total: - 200 people

5. To instruct the head of the Administration of State Labor Reserves under the Soviet People's Commissariat of the Kyrgyz SSR, Comrade Ushakov, by December 1, 1945:
a) to provide Craft School No. 5 with soft inventory for the dormitory and uniforms for the students;
b) to ensure the start of classes at Craft School No. 5 from December 20, 1945.

6. To approve Comrade Chyotverikov I.I. as the director of Craft School No. 5 for workers of the printing industry of the Kyrgyz SSR.
