RESOLUTION OF THE BUREAU OF THE FRUNZE CITY COMMITTEE OF THE COMMUNIST PARTY (BOLSHEVIKS) OF KYRGYZSTAN “ON THE CLEANING AND ORDERING OF THE IRRIGATION SYSTEM OF THE CITY OF FRUNZE”
City of Frunze, October 31, 1945.
As a result of insufficient efforts by the district executive committees, the city communal department, and the police to maintain cleanliness in the city, the irrigation network, streets, and squares of the city have become heavily polluted, especially due to the significant leaf fall.
In order to restore order and cleanliness on the streets and squares of the city, the City Executive Committee of Workers' Deputies and the Bureau of the Central Committee of the Communist Party (Bolsheviks) of Kyrgyzstan resolve:
1. To declare Sunday, November 4, as a city-wide cleanup day for tidying up the streets of the city.
2. To obligate district party committees and district executive committees to organize a mass turnout of workers and employees of enterprises and institutions, as well as residents of neighborhoods, for street cleaning and tidying up the irrigation system.
To develop a detailed plan for the city's cleanup and communicate it to every enterprise, institution, and neighborhood.
3. To propose to the City Komsomol Committee, comrade Mitrofanova, to ensure active participation in the cleanup from students of schools, technical schools, institutes, vocational schools, craft schools, and all the youth of the city.
4. To obligate the City Communal Services, comrade Korsunovsky, to remove available transport from other work on November 4, 1945, and use it to ensure quality cleaning of the city.
5. To establish a monetary reward of 3,000 rubles for enterprises and neighborhoods that have exemplary cleaned and maintained their areas in order.
6. To award a monetary prize of 5,000 rubles to the districts that take first place in cleanliness and improvement of their territories.
