RESOLUTION OF THE COUNCIL OF PEOPLE'S COMMISSARS OF THE KIRGHIZ SSR "ON THE ORGANIZATION OF A BOTANICAL GARDEN"
Frunze, March 13, 1938
1. Organize a botanical garden in Kyrgyzstan within the system of the Committee of Sciences under the Council of People's Commissars of the Kirghiz SSR as a research institution.
2. Approve the Bureau of Organization within the Committee of Sciences for the establishment of the garden, consisting of the following members: Shchipkova, Kaverin, Vykhodtsev, Bobkov.
3. Instruct the Bureau of Organization to submit for approval by the Council of People's Commissars of the Kirghiz SSR through the Committee of Sciences the regulations on the botanical garden, the structure of the garden, the general plan for the organization of the garden, and the work themes for 1938 by March 15, 1939.
4. The Committee of Sciences, the Frunze City Council, and the People's Commissariat of Land to outline a land plot for the botanical garden within ten days and submit their decision for approval by the Council of People's Commissars of the Kirghiz SSR.

RESOLUTION OF THE COUNCIL OF PEOPLE'S COMMISSARS OF THE KIRGHIZ SSR "ON THE COMMISSIONING OF THE FRUNZE STATION"
Frunze, April 23, 1938
1. Consider it possible to commission the station for operation starting May 1, 1938.
2. Acknowledge the report from the FOGES that it will provide the station with the necessary energy of 5 kilowatts, which will fully satisfy the station's needs for the time being.
3. Acknowledge the statement from Deputy People's Commissar of Communications Comrade Ryabikov that by May 1 of this year, the installation of 7 telephones in the station building will be ensured.
4. Obligate the construction foreman Comrade Yaryov and the site manager Comrade Myasnikov to execute the order from the Fire Protection Administration of the NKVD to install one hydrant and acquire the necessary number of fire extinguishers.
5. Request the Turkmen-Siberian Management to allocate the necessary amount of fire-fighting equipment.
6. In order to ensure the station with water, propose to the site manager Comrade Myasnikov and the foreman Comrade Yaryov to adapt the installed tanks of 2 cubic meters to provide the station with water during the daytime until full water supply is established.
7. Recognize the necessity of constructing a water pipeline, connecting the station to the main line of the Zooveterinary Institute over a distance of 300-400 meters.
Propose to the City Council to complete this work within two decades and finish by May 15, ensuring they have the corresponding allocations.
8. Acknowledge the statement from the head of the Passenger Service of Turkmen-Siberian Comrade Tochiev that the works on the construction of sewage and transfer kiosks are provided for by projects, estimates, and necessary funds, and that these works will be carried out during the month of May.
9. Allow the Frunze City Council to spend 5,000 rubles on bonuses for Stakhanovites and shock workers involved in the construction of the Frunze station.
