Poet A. Bortsov was born in the city of Odessa in a family of a doctor. In 1932, he graduated from a seven-year school in Odessa, then studied at a vocational school for tram drivers.
From 1933 to 1938, he worked as a mechanic at various enterprises in Odessa.
From 1938 to 1949, he served in the ranks of the Soviet Army. In 1949, he moved to Frunze.
From 1950 to 1953, he worked as the commandant of the RPSH under the Central Committee of the Communist Party of Kyrgyzstan.
In 1954, he was appointed head of the department of the First May District Executive Committee, in 1957 — director of the Kyrgyz branch of the Literary Fund of the USSR, and from 1962 to 1974, he was a correspondent for the State Radio and Television Committee of the Kyrgyz SSR.
He began publishing in 1955. His first poetry collection "Poems about Hunting" was published in 1958.
He translated works by M. Tokobaev, K. Malikova, B. Karagulov, and others into Russian.
A member of the Communist Party of the Soviet Union since 1943, a member of the Union of Soviet Writers since 1963.
Awarded medals "For Victory over Germany in the Great Patriotic War of 1941—1945" and "30 Years of Victory over Germany in the Great Patriotic War of 1941—1945".
