Construction of Sewage System in Frunze. Document No. 143 (1943)
RESOLUTION OF THE COUNCIL OF PEOPLE'S COMMISSARS OF THE KYRGYZ SSR AND THE CENTRAL COMMITTEE OF THE COMMUNIST PARTY (BOLSHEVIKS) OF KYRGYZSTAN "ON THE CONSTRUCTION OF A SEWAGE SYSTEM IN THE CITY OF FRUNZE"
City of Frunze 1943
In order to improve the sanitary condition and landscaping of the city of Frunze, in connection with the growth of industry and the increase in population, in accordance with the resolution of the Council of People's Commissars of the USSR, the Council of People's Commissars of the Kyrgyz SSR and the Central Committee of the Communist Party (B) of Kyrgyzstan decree:
1. To commence the construction of the sewage system in the city of Frunze starting from August 10, 1943.
2. To assign the construction of the sewage system to the trust "Kirgostroy" with the allocation of a special construction site, headed by a chief and a deputy chief engineer.
3. To appoint Comrade Timofeev as the head of the special construction site. To appoint Comrade Kogan as the chief engineer of the construction site.
4. To approve the scope of work for the construction of the first phase of the sewage system in the city of Frunze, with a length of 14 kilometers, including the commissioning in November 1943 of 9.5 kilometers of sewage collectors (including the length of house connections), as well as the commissioning of the first phase of the treatment facilities, with a total cost of work for 1943 amounting to 1 million rubles.
5. To approve the following routes for the construction of sewage collectors:
a) along Vorošilov Street from the City Hospital to Lenin Street;
b) along May 1st Street from the railway line;
c) along Krasnooktabrskaya Street from the Frunze station to Lenin Street to the treatment facilities.
6. To assign the trust "Kirgostroy" the development of working drawings for the sewage project, with the completion of design and survey work by August 10 of this year.
7. To establish the location of the treatment facilities on the lands of the "Maysky" state farm.
8. The construction of sewage collectors shall primarily use, as building material, burnt brick-ironstone with partial use of ceramic pipes.
9. To obligate the State Planning Committee under the Council of People's Commissars of the Kyrgyz SSR to allocate in the 3rd quarter of 1943 for the construction of the sewage system:
a) round and sawn timber 350 cubic meters;
b) coal for brick firing 540 tons.
10. To obligate the Ministry of Automobile Transport of the Kyrgyz SSR to allocate 6 three-ton trucks for the construction of the sewage system in the city of Frunze.
11. To obligate the allocation for the needs of the sewage construction by July 25 of this year: Kyrgyz Industrial Council (Comrade Dodukalo) - 10 horse-drawn vehicles, City Council (Comrade Svišchev) - from the City Communal Farm 15 single-horse vehicles.
12. To obligate the Main Administration of Industrial Construction Materials (Comrade Ostrugov) to organize the production of ceramic pipes for sewage collectors at the Novo-Pavlovsky plant, with the commissioning of the pipe workshop by October 1, 1943, and also to ensure the production of 1 million pieces of burnt brick-ironstone by November 1, 1943, with the delivery of the first batch of bricks, totaling 100 thousand, no later than August 10 of this year.
13. To obligate the State Planning Committee under the Council of People's Commissars of the Kyrgyz SSR to provide the necessary allocations to the Administration of Industrial Construction Materials for the equipment of the pipe workshop at the Novo-Pavlovsky brick factory.
14. To obligate the Ministry of Trade of the Kyrgyz SSR to ensure the supply of workers and engineering and technical personnel for the construction of the sewage system in the city of Frunze according to the supply norms for workers in industry, transport, and communications.
15. To obligate the Republican Card Bureau to ensure the supply of bread for workers and engineering and technical personnel involved in the construction of the sewage system according to the norms of the 1st category.
16. To obligate the City Party Committee (Comrade Sadaev) and the Executive Committee of the City Council of Workers' Deputies (Comrade Svišchev) to ensure:
a) mass participation of workers and employees of the city of Frunze in the construction of the sewage system;
b) political and mass work among the participants in the construction and to launch socialist competition for the early completion of the construction;
c) to provide practical assistance in the construction work on the sewage system and to exercise control over the progress of construction.
