FROM THE DECREE OF THE COUNCIL OF PEOPLE'S COMMISSARS OF THE KYRGYZ SSR AND THE CENTRAL COMMITTEE OF THE COMMUNIST PARTY (BOLSHEVIKS) OF KYRGYZSTAN "ON THE PREPARATION OF LABOR RESERVES IN THE INDUSTRY OF THE KYRGYZ SSR"

... 3. Organize in the city of Frunze:

1) A vocational school based at plant No. 60 for training universal turners, grinders, mechanical workshop fitters, toolmakers, electrical fitters, electrical installers, and electricians, for which:
a) Obligate the director of plant No. 60 Comrade Tarasenko to provide premises for the accommodation of a dormitory and educational-production workshops of the vocational school;
b) Request the Council of People's Commissars of the USSR to allocate 35 metal-cutting machines from the evacuated, unspecified equipment for the workshops of the Frunze vocational school, including: 25 lathes; 4 universal grinding machines; 3 drilling machines; 2 milling machines; 2 planers, and also allow plant No. 60 of the NKVD of the USSR to transfer 30 bench vices and necessary metal-cutting tools to the Labor Reserves Administration under the Council of People's Commissars of the Kyrgyz SSR, and to the Frunze plant of the NKMV of the USSR - 10 lathes and 10 bench vices.

2) A vocational school based at the Frunze plant for 300 people for training electric and gas welders, blacksmiths, foundry workers, molders, and other professions, for which obligate the director of the Frunze plant Comrade Chernetsky:
a) To transfer premises of school No. 19 to the Labor Reserves Administration under the Council of People's Commissars of the Kyrgyz SSR for organizing a dormitory for 100 people for the vocational school;
b) To provide students of the school with workplaces and necessary tools and materials.

3) A vocational school based at the workshops of Kyrgosstroy for 300 people for training carpenters, bricklayers, joiners, and plasterers, for which obligate the manager of the "Kyrgosstroy" Trust Comrade Bezel to provide a dormitory for 200 people for the vocational school.

4) A vocational school based at the workshops of the People's Commissariat of Communications of the USSR under the Council of People's Commissars of the Kyrgyz SSR for 300 people for training telegraph operators, line supervisors, installers of urban telephone stations and radio nodes, radio-telegraph operators, motorists, and electrical installers, for which obligate:
a) The Radio Committee under the Council of People's Commissars of the Kyrgyz SSR to transfer the premises occupied by the Radio Committee to the Labor Reserves Administration under the Council of People's Commissars of the Kyrgyz SSR in the amount of 6 rooms, for organizing a dormitory for the vocational school;
b) The People's Commissariat of Communications of the USSR under the Council of People's Commissars of the Kyrgyz SSR Comrade Makarov to provide students of the vocational school with the necessary material and technical base for production training.
