PROTOCOL OF THE SECOND ORGANIZATIONAL MEETING OF THE ACTIVE ARTISTS OF FRUNZE UNDER CULTPROP
OF THE KYRGYZ REGIONAL COMMITTEE OF THE VKP (b)
ON THE CREATION OF THE UNION OF SOVIET ARTISTS OF KYRGYZSTAN AND THE ORGANIZATIONI REPUBLICAN ART EXHIBITION

Heard:
1. Information from artist Chuykov about the organization of the Union of Soviet Artists of Kyrgyzstan.
The artistic forces of Kyrgyzstan are not organized, hence their detachment from the front of Soviet visual art, and hence the fact that artistic life in Kyrgyzstan is currently in its infancy, while throughout the USSR since the resolution of the Central Committee of the VKP (b) on April 23, 1932, there has been an unprecedented flourishing and rapid growth of Soviet visual art. The dispersion of the existing core of artists, the lack of a plan in their work, and the absence of connections with the artistic life of the fraternal republics hinder the growth of the creative activity of artists and the elevation of the artistic life of the Kyrgyz Republic to the proper height.
The decisions of the VII plenary session of the Kyrgyz Regional Committee of the VKP (b) emphasize the need to focus attention on the issue of reviving visual art in Kyrgyzstan. Based on this, the first meeting of the active artists [under] the Cultprop of the VKP (b) on September 28, 1933, decided to begin the creation of the Union of Soviet Artists of Kyrgyzstan. Now it is necessary, without wasting time, to create an Organizational Committee, which will be entrusted with the immediate task of starting work on the organization of the Union, electing comrades to the members of the Organizational Committee today.
Resolved:
1 a) To create the Organizational Committee of the Union of Soviet Artists of Kyrgyzstan consisting of four people: a chairman, a deputy chairman, an organizer of the amateur art sector, and an organizer of the production sector.
Elected:
Chuykov - chairman, unanimously.
Obraztsov - deputy chairman, unanimously.
Ismailov - organizer of the amateur art sector, unanimously.
Soldatov - organizer of the production sector, unanimously.
b) To approve the following instructions for the Organizational Committee:
1) To develop a work plan for the Organizational Committee until May 10, 1934, and submit it for approval to the Cultprop
of the VKP (b) by November 20 of this year. The main points in the plan should include:
a) all current organizational work on the creation of the union, namely: communication with the regions, identifying the personnel of artists both professionals and self-taught, creating local organizational bureaus, groups of amateur artists, registering individual artists, and preparatory work for the congress or conference of artists of Kyrgyzstan;
b) work on identifying national personnel of artists (professionals and self-taught), creating a sector of amateur art;
c) communication with the Moscow Union of Artists and the unions of fraternal republics, participation in the All-Union Congress of Soviet Artists, participation in the organization of the Central Asian Congress, and communication with the International Bureau of Revolutionary Artists;
d) communication with related creative organizations in Kyrgyzstan (Organizing Committee of Writers);
e) preparatory work for the creation of the I Republican Exhibition.
Finding funds for organizational expenses for the exhibition, as well as funds for commissioning artists for the exhibition, and the contact of the Organizational Committee with the Exhibition Committee.
2. Preparation of the budget of the Organizational Committee for organizational, technical, production, and creative items for the period until May 1, 1934, and its submission for appropriate approvals.
Heard:
2. On the organization of the 1st Republican Art Exhibition. Information from Comrade Bauze. The exhibition, scheduled by the first organizational meeting of artists for November 7, 1933, could not take place due to insufficient preparation time and inadequate organizational approach to this matter by the Exhibition Committee, therefore the date of the exhibition is proposed to be postponed to May 1, 1934, using this time for intensive preparation both organizationally and creatively.
Resolved:
a) To approve the date of the exhibition as May 1.
b) To consider the Exhibition Committee, elected at the first organizational meeting of the active members, as functioning until May 1, and to request it to commence work immediately.
The main tasks of the Exhibition Committee should be:
1. To provide thematic assignments to the artists of the exhibition.
2. To find funds for organizational expenses for the exhibition and for subsidizing artists for completing assignments,
3. To find a venue for the exhibition.
4. To find materials [for] equipping the exhibition.
5. To publish a catalog and posters. The convening of the Exhibition Committee and responsibility for its work is personally assigned to Comrade Shikhalov.
6. To request the People's Commissariat for Education to include the exhibition in its work plan for 1934, as well as in the work plan of the Scientific Research Institute for Cultural Construction of Kyrgyzstan.
