FROM THE PROTOCOL OF THE PLENARY MEETING OF THE FRUNZE CITY COUNCIL OF THE 5TH CONVOCATION ON THE IMPROVEMENT OF THE CITY
Frunze, March 20, 1932
Heard: Report on the improvement of the city (Privalo) with a co-report on the green park in the working area (Fomichev).
Resolved:
1. To consolidate the successes achieved in 1932 in the field of urban improvement. At the same time, the plenary meeting notes that the work done is unsatisfactory: 2 km of gravel road, 1 km of sidewalk, 4 km of concrete irrigation ditches, 32,000 green plantings.
2. To approve the planned activities in the field of improvement for 1932 and to instruct the Presidium to ensure the implementation of the plan for street paving in the amount of 400,000 rubles from the city budget and 400,000 rubles through the involvement of the population, to carry out the planned irrigation works in the amount of 165,247 rubles. Focusing on improving irrigation of agricultural lands and the city, to maximize the use of the allocated 50,000 rubles for green plantings, facilitating the overall development of green spaces, achieving full involvement of the population and organizations of the city in this matter. Primarily, to pay attention to the issues of street paving and city cleaning, accordingly to the arrangement of sidewalks, paving of pits, potholes, etc. To involve institutions, enterprises, and private homeowners by carrying out work with their own forces and means, or by transferring orders under obligations and contracts with the City Economic Committee.
3. Considering that the work on paving is progressing slowly due to the lack of transport, it is deemed necessary to instruct the Presidium to develop measures for horse-drawn transport to be implemented from April 1 to June 1, 1932.
4. In the area of green plantings, to propose that the Communal Section conduct activities to widely involve the public, city organizations, and to plant no less than 50,000 trees.
Noting the slow progress in equipping the "Rest and Culture" park, especially the weak participation of organizations from the working area, from which much depends on the timely execution of works, it is deemed necessary for the members of the city council from the working area to conduct a series of organizational activities and to complete the planned work by May 1.
Considering that large sums are spent annually on green plantings and that as a result of predatory attitudes towards tree plantings, up to 80% of seedlings perish, it is necessary to establish stricter measures and monitoring for the preservation of existing and newly planted trees, introducing a system of fines for predatory attitudes towards green spaces (gardens, parks, boulevards) for breaking, damaging, etc.
5. To establish a nursery of up to 40 hectares in 1932, to be developed over two seasons in spring and autumn. To involve Komsomol organizations, schools, pioneers, and others in this.
6. To note that in the matter of cleaning the city, much depends on the leaders of the communal services, but at the same time, a large part of the implementation of these activities depends on city organizations and the population in general, therefore to establish strict responsibility for everyone for the timely cleaning and maintenance of yards, sidewalks, and streets, as well as to strengthen the responsibility of the police for the execution of the above-mentioned works.

PROTOCOL OF THE TECHNICAL MEETING OF THE STATE GREEN CONSTRUCTION OF THE USSR ON THE ISSUE OF GREEN CONSTRUCTION IN FRUNZE

Heard: "Information on the work of green construction of the Union of Green Plantings in Frunze (Kyrgyz SSR)." Report by Comrade Solovyov F.D.
Green construction in Kyrgyzstan, given its dry climate, is of great importance. Greening works are carried out exclusively within the city under the guidance of the "Union of Green Plantings," organized under the City Economic Committee, which employs agronomists of medium qualification and practical gardeners.
Within the city limits, there are: 3 parks with an area of up to 27 hectares and 3 fruit gardens with an area of 5.25 hectares, of which 1 garden with an area of 1.75 hectares has pomological significance, containing good fruit varieties and up to 40 varieties of grapes.
The area of green plantings for the 5-year plan is projected to be up to 3,500 hectares, including 2,420 hectares for fruit gardens. In 1932, 144 hectares were allocated for the nursery, of which 20 hectares have been developed, while the remaining area is temporarily occupied by vegetable and grain crops. This year, the City Council allocated 60,000 rubles for green construction, of which 40,000 rubles have already been released for their intended purpose. The following works have been completed:
a) Planning of a new park covering an area of 14 hectares,
b) Cleaning of existing parks covering an area of up to 20 hectares, and
c) Planting of 45,000 tree seedlings throughout the city.
The cost of works under the 5-year plan is estimated at 2,800,000 rubles. The cost calculation for the works is as follows:
1) Works in the nursery in the first year - 1,487 rubles per hectare
2) -//- in the second year - 831 -//- -//-
3) -//- in the third year - 671 -//- -//-
4) Cost of green plantings - 1,576 -//- -//-
5) Preparation of land for gardens - 577 -//- -//-
Among decorative species, pine and elm are mainly cultivated, and it is advisable to introduce alder, hornbeam, maple, and yellow acacia.
Currently, there is a significant shortage of planting material.
Resolved: 1. Given the enormous socio-economic importance of greening works in the Kyrgyz SSR and their insufficient development at present, limited only to works in Frunze, it is deemed desirable to raise the issue of organizing greening works on a republican scale, with the subsequent creation of a republican organization for this purpose based on coordination with "Goszelenstroy."
2. It is recognized as necessary to establish close coordination between "Goszelenstroy" and the existing "Union of Green Plantings" of the City Economic Committee regarding:
a) mutual supply of seed and planting material;
b) exchange of production technical experience;
c) consulting assistance.
3. To send a representative of "Goszelenstroy" to the Kyrgyz SSR for the development of specific measures to be included in the trust plan.
