FROM THE PROTOCOL OF THE MEETING OF THE EXECUTIVE BUREAU OF THE FRUNZE CITY COMMITTEE OF THE VKP(b) ON THE HOUSING AND INSTITUTIONAL CONSTRUCTION PLAN FOR THE CITY OF FRUNZE FOR THE 1929/30 ECONOMIC YEAR
City of Frunze, January 4, 1930
Heard: 1. The housing and institutional construction plan for the city for the 29/30 economic year. (Comrade Chernychev).
Resolved: 1. To establish the following objects of institutional and housing construction in the city for the 1929/30 economic year from the self-financing enterprises of the city:
1) Brick Consumer Union: - office space and a 12-apartment building.
2) Brick Agricultural Union: - 8-apartment building.
3) Brick Housing Union: - office space and an 8-apartment building.
4) Brick Collective Farm Union: - office space.
5) Brick Industrial Credit Union: - 8-apartment building.
6) State Bank: - 8-apartment building.
7) Brick Cooperative Union: - 8-apartment building.
8) Kyrgyz Trade: - 8-apartment building.
9) Brick Agricultural Trust: - office space and an 8-apartment building.
10) Joint Stock Company "Sheep Breeding": - office space.
11) Brick Agricultural Union: - 4-apartment building.
12) Asia Bread: - office space and an 8-apartment building.
13) Frunze Central Regional Committee: - 8-apartment building.
14) Mill Bureau: - office space.
15) City Industrial Trust: - office space (in the order of subsidy funds) for the construction of the City Council building and an 8-apartment building.
1. To submit the specified construction projects for approval by the Kyrgyz Regional Committee of the VKP(b).
2. To propose that the party organizations and factions of the specified institutions immediately begin preparatory work for construction and conclude relevant contracts with Kyrgyz State Construction.
3. To instruct the party organization of Kyrgyz State Construction to work together with the interested institutions on the issue of concentrating funds for construction, as well as standardizing the construction itself.
4. To instruct Comrades Chernychev and Tereshchenko to work on the issue of institutional and housing construction for state budget institutions within a week.
Heard: 4. The housing construction plan at the leather factory (Comrade Skalkin). Debates: Kovalev, Chernobylsky, Poyarkov, Chernychev.
Resolved: 4. Noting the extreme inadequacy of housing at the factory, as well as the lack of own funds for housing construction, to request the Kyrgyz Regional Committee of the VKP(b) to issue directives to the party organization of the Central State Economic Administration regarding the allocation of necessary funds for housing construction at the Leather Factory.
2) To propose that the factions of the Housing Cooperative and the Union of Tanners immediately work on measures to obtain share contributions in the housing cooperative from the workers of the Leather Factory, as well as to achieve 100% involvement of workers and employees of the leather factory in the housing cooperative as soon as possible.
3) To propose that the party organization of the Leather Factory and the factions of the housing cooperative resolve the issue of transferring the constructed residential buildings of the Leather Factory to the management of the Housing Cooperative within five days.
4) To consider it necessary to send Comrade Chernobylsky to Moscow to obtain loans for housing construction for the current year.
5) The factions of the City Council to work on the issue of transferring communal houses to the management of the housing cooperative.
