Kyrgyz. Born in the village of Kum-Aryk, Talas region.

Graduated from Tashkent State Institute of Law (1951), postgraduate studies at the Institute of Law (Moscow).

Worked as a lecturer, associate professor, professor, head of the department at KGU, senior researcher, head of the sector at the Institute of Philosophy and Law of the Academy of Sciences of the Kyrgyz SSR.

Specialist in the field of constitutional and administrative law.

Published more than 70 scientific works, including 6 monographs.
