RESOLUTION OF THE COUNCIL OF MINISTERS OF THE KYRGYZ SSR "ON THE TECHNICAL AND ECONOMIC FOUNDATIONS AND THE PLANNING SCHEME OF THE CITY OF FRUNZE"
Frunze, March 28, 1949.
The Council of Ministers of the Kyrgyz SSR resolves:
I. To approve the technical and economic foundations, planning schemes, and schemes for water supply, sewage, communal and railway transport of the city of Frunze presented by the Architecture Department under the Council of Ministers of the Kyrgyz SSR in the following main provisions:
1) Development of industry and other city-forming factors for the project period (15-20 years) and the first stage (by 1956);
2) Population for the project period of 300 thousand residents and for the first stage (1956) of 200 thousand residents;
3) Type of construction for the project period:
a) 3-story construction - 25%
b) 2-story construction - 50%
c) Single-story private construction - 25%
4) The norm of living space for the project period is 9 sq. m per resident and for the first stage 5 sq. m.
5) Project solution for the territorial development of the city for 300 thousand residents through the use of free urban land to the south of the railway and additional land in the western and eastern directions by reallocating collective farm lands from the Kyzyl-Asker and Voroshilov districts. Organization of a new industrial area in the east with a sorting station.
6. Main highways of the city and the location of the center.
7. Cessation of the construction of new industrial enterprises to the south of the railway.
II. In further development of the master plan, consider the following remarks:
1. Work on the organization of green protective zones in the western and eastern directions, preferably with fruit trees.
2. Provide for a more organic connection between the northern and southern districts with the central part of the city.
3. Discuss the planning of the city center additionally after receiving the results of the competition for the center's planning, organized by the Architecture Committee under the Council of Ministers of the USSR.
4. Relocate the existing hippodrome from the southwestern residential area and, in connection with this, revise the street and square grid of the southern and southwestern districts.
5. Relocate the oil depot and bakery from the residential construction zone within the project period, as well as warehouses in the area of the passenger station.
6. Address the entire range of issues regarding the provision of irrigation water to the city both within the timeframe of the first stage and for the calculated period by developing engineering measures to significantly reduce filtrations in the beds of the Alamedin River and the canal network leading to the city.
7. Address the issue of gasification and energy supply for the city of Frunze.
