RESOLUTION OF THE COUNCIL OF PEOPLE'S COMMISSARS OF THE KYRGYZ SSR "ON THE OPENING OF THE KYRGYZ MEDICAL INSTITUTE
In the city of FRUNZE"

City of Frunze, April 16, 1939.

The Council of People's Commissars of the Kyrgyz SSR resolves:
1. To open on September 1, 1939, in the city of Frunze the Kyrgyz State Medical Institute, with an enrollment of 200 students for the first year.
2. To instruct the Ministry of Health to place the departments of the first year of the medical institute in the western part of the new surgical building until the construction of the morphological building is completed, with the appropriate equipment.
3. To require Kyrgyz State Construction to present by April 17 of this year a schedule for the completion of the construction of the surgical building, ensuring its commissioning no later than June 1 of this year.
4. To require the State Planning Committee to allocate 500 cubic meters of local timber to the Ministry of Health for the construction of the surgical building.
5. To instruct the Ministry of Health to submit by April 17 of this year for approval by the Council of People's Commissars the planned tasks for the construction of the medical institute.
6. To approve the total amount of expenses for preparatory work and the maintenance of the medical institute for 1939 according to the republican budget in the amount of 600 thousand rubles, of which 227 thousand rubles for current maintenance, 350 thousand rubles for equipment, and 23 thousand rubles for non-budgetary expenses.
7. To instruct the Ministry of Finance, together with the Ministry of Health, to allocate from the appropriations for anti-epidemic measures 100 thousand rubles, for anti-malarial measures 100 thousand rubles, and from the subsidies to resorts 100 thousand rubles for financing the medical institute and the missing amount for the institute's maintenance of 300 thousand rubles. Financing of the preparatory work of the institute according to the approved estimate must begin no later than April 20 of this year.
8. In order to immediately accommodate the invited faculty members of the institute, to instruct the Ministry of Health to build three two-family houses, each costing 20 thousand rubles. To instruct the State Planning Committee and the Ministry of Health to find the specified amount within the limits of available resources.
9. To instruct the Ministry of Health to carry out repairs and adaptations of the old maternity hospital building on First May Street for the accommodation of students of the medical institute, at the expense of non-budgetary funds of the institute.
10. To instruct the Ministry of Health to develop a plan for the adaptation and further development of the departments of the Frunze City Hospital as a clinical base for the medical institute.
11. To transfer the preparatory department of the medical university to the management of the medical institute's administration.
12. To transfer the existing medical library of the Frunze City Health Department to the medical institute's balance as a basis for creating a scientific library of the institute, providing access to this library for practicing doctors.
13. To instruct the Ministry of Health to allocate in 1939 one passenger car and one cargo vehicle for the needs of the medical institute.
14. To ensure the provision of high-quality faculty members for the medical institute, to instruct the Ministry of Health to conduct a competition for the replacement of department heads, with the announcement of the competition no later than April 20 of this year.
15. In order to ensure the enrollment of at least 60 students of the indigenous nationality, to instruct the Ministry of Health to conduct extensive outreach work among the students graduating from 10-year schools this year.
16. To require the district organizing committees of the Supreme Soviet, city councils, and regional executive committees to provide active assistance to health authorities in recruiting students for the medical institute.
