Commissioning of the tobacco fermentation plant in Frunze. Document No. 158 (June 1945)

FROM THE RESOLUTION OF THE BUREAU OF THE FRUNZE CITY COMMITTEE OF THE COMMUNIST PARTY (BOLSHEVIKS) OF KYRGYZSTAN "ON MEASURES FOR COMPLETING THE CONSTRUCTION AND COMMISSIONING OF THE TOBACCO FERMENTATION PLANT"

Frunze, June 11, 1945.

The Bureau of the City Committee of the Communist Party (Bolsheviks) of Kyrgyzstan resolves:
1. To warn the Manager of Glavtabak Comrade Pynko and the Director of the plant Comrade Zhidikova that if they do not take decisive measures to expedite and complete the construction of the plant by the working season, they will be held strictly accountable to the party and the state.

2. To point out to the head of Military Construction Site 367 Comrade Rzhevskiy about his unsatisfactory management of the construction of the fermentation plant.

3. In order to complete the construction and commissioning of the tobacco fermentation plant, to obligate the head of UVSR 367 Comrade Rzhevskiy to finish all construction and plumbing work on the facilities by:
a) the main building with the full commissioning of 2 chambers and preparation for the installation of the remaining 2 chambers by July 1 of this year;
b) the boiler house with complete equipment of 2 boilers by July 15;
c) the transformer substation by July 1;
d) the tobacco warehouse and office by June 15;
e) the fencing of the plant's territory by August 1;
f) the cafeteria by August 1.

4. To obligate the head of UVSR 367 Comrade Rzhevskiy, after completing the main facilities, to begin construction of a material warehouse, one residential building, a garage, a stable, and other facilities ensuring the normal operation of the tobacco fermentation plant, according to the approved plan of Glavvoenpromstroy for 1945 in the amount of 1,200,000 rubles.

5. To obligate the director of the tobacco fermentation plant Comrade Zhidikova to establish daily control over the progress of construction of the new plant and simultaneously, in order to expedite the completion of the construction, to immediately begin dismantling plumbing and electrical equipment at the old plant and transfer all materials to the contractor UVSR 367 to expedite the installation work at the new plant.

6. In order to provide practical assistance to the contractor UVSR 367 and to expedite the construction and commissioning of the plant for the tobacco fermentation season, to obligate the director of the plant Comrade Zhidikova to organize the dismantling of the old auxiliary premises of the plant and transfer the resulting construction materials to the contractor UVSR 367 for the construction of the new plant.

7. To obligate the Manager of Glavtabak Comrade Pynko to prepare a schedule for the completion of construction of all plant facilities according to the approved plan for 1945 in the amount of 1,200,000 rubles and to transfer all technical documentation to the contractor UVSR 367 no later than June 20 of this year.

8. To obligate the Manager of Glavtabak Comrade Pynko to approve one permanent position of construction engineer for the tobacco fermentation plant for ongoing technical control and management of the construction of the new tobacco fermentation plant.

9. In order to free the territory for the construction of the tobacco fermentation plant facilities, to obligate the Manager of Glavtabak Comrade Pynko to include in the construction plan for the contractor UVSR 367 the relocation of the sawmill of Kyrgosstroy with the condition of completing the work by August 1 of this year.

10. To obligate the secretary of the party organization of UVSR 367 Comrade Atakhodzhayev and the secretary of the party organization of the fermentation plant Comrade Rudenko to inform the City Committee of the party every five days about the progress of construction of the plant and the implementation of this resolution of the party city committee.

11. To take note of the statement by the director of Plant 60 Comrade Tarasenko that Plant 60 will ensure the supply of steam to the Fermentation Plant during its operation at the old site until the complete installation of the boiler house at the new plant.

12. To inform the Central Committee of the Communist Party (Bolsheviks) of Kyrgyzstan that the completion of construction and commissioning of the tobacco fermentation plant is being delayed due to the lack of 1,000 square meters of glass, 40 tons of Portland cement, galvanized iron 0.5 and 1 mm 1200 kg, and to request the Central Committee of the Communist Party (Bolsheviks) of Kyrgyzstan to petition the Union government for the allocation of the specified construction materials for the completion and commissioning of the tobacco fermentation plant.

13. To place the control of the implementation of this resolution on the construction department of the City Committee of the Communist Party (Bolsheviks) of Kyrgyzstan.
