During the Great Patriotic War, the number of mobile libraries at the N.K. Krupskaya Central City Library in Frunze has doubled. There are now 50 of them, serving 12,040 people. Last year, the mobile libraries issued about 50,000 books.

Mobile libraries are organized in Printing House No. 1, "Artmetal," in hospitals, vocational schools No. 5 and No. 13, in craft schools No. 1 and No. 2, in almost all ministries, as well as in the periphery - in the Vasilyevsky state farm, at the Novo-Pavlovsky brick factory, and in the "Dzhangi-Dzher" state farm.

The mobile libraries are functioning well at the Voroshilov Hydroelectric Power Station, at the geological management, at the selection and fruit-vegetable stations, and in craft school No. 1.

DECREE OF THE COUNCIL OF PEOPLE'S COMMISSARS OF THE KIRGHIZ SSR AND THE CENTRAL COMMITTEE OF THE COMMUNIST PARTY (BOLSHEVIKS) OF KIRGHIZIA "ON THE CONSTRUCTION OF A CHAMPAGNE WINE FACTORY IN THE CITY OF FRUNZE"

In accordance with the order of the Council of People's Commissars of the USSR dated 6/XI-1943 No. 10545-r, the Council of People's Commissars of the Kirghiz SSR and the Central Committee of the Communist Party (Bolsheviks) of Kirghizia decree:

1. To approve the construction of a champagne wine factory of the People's Commissariat of Food Industry of the USSR with a capacity of 250,000 bottles per year in the city of Frunze.

2. To allocate a plot of 12 hectares in the southern part of the city of Frunze, along Klyuchevaya Street, for the construction of the champagne wine factory.

On the specified site, also to place the winery of the People's Commissariat of Food Industry of the Kirghiz SSR with a wine storage facility for 500,000 decaliters of wine.

3. To obligate the Frunze City Executive Committee (Comrade Svishchev):

a) by August 1 of this year, to allocate a plot of 1.5 hectares near the construction site of the champagne wine factory for the placement of the construction yard of Construction and Installation Management No. 8;

b) during the third quarter of this year, to carry out the diversion of the water supply from the main pipeline to the construction site of the champagne wine factory; to carry out the specified work on a contractual basis with Construction and Installation Management No. 8; to establish that the necessary materials and auxiliary labor for earthworks are provided by the customer;

c) by August 15, 1944, to provide Construction and Installation Management No. 8 of the "Conservstroy" trust of the People's Commissariat of Food Industry of the USSR with two apartments and 5 rooms at the expense of the City Executive Committee and departments.

4. To obligate the People's Commissariat of Food Industry of the Kirghiz SSR (Comrade Kharitonova):

a) by July 25 of this year, to transfer to Construction and Installation Management No. 8 for temporary use the premises of the former bakery No. 2 for the placement of a dormitory, dining room, and office;

b) to allocate 50 permanent workers for Construction and Installation Management No. 8 at the expense of its enterprises;

c) by September 1 of this year, to allocate a plot of 15 hectares of irrigated land in the Vasilyevsky state farm for the subsidiary farm of Construction and Installation Management No. 8;

d) no later than July 25 of this year, to transfer to Construction and Installation Management No. 8 two pairs of oxen and two horses with harness and carts.

5. To propose to Kirghizenergo (Comrade Mikulsky) to ensure the supply of 100 kW of electricity to the construction site of the champagne wine factory starting from September 15 of this year.

6. To obligate the special installation unit No. 48 of the People's Commissariat of Electric Stations of the USSR (Comrade Kacher) to complete by September 15 of this year the work on bringing the line from the high-voltage network to the construction site of the champagne wine factory and to install a transformer substation; to carry out the specified work on a contractual basis using the customer's materials.

7. To obligate Selkhozsnab of the NKZ of the Kirghiz SSR (Comrade Skakova) to allow Construction and Installation Management No. 8 to use the railway unloading area on a contractual basis.

8. To obligate the People's Commissariat of Motor Transport of the Kirghiz SSR (Comrade Okhrimenko) to assign to Construction and Installation Management No. 8 for transporting cargo to the construction site of the champagne wine factory two ZIS-5 trucks with trailers on a supplied fuel basis.

9. To obligate the Communications People's Commissariat of the Kirghiz SSR (Comrade Pozhidaeva) to install one telephone at the construction site of the champagne wine factory at the expense of reducing the telephone lines of the FOGES.

10. To obligate the People's Commissariat of Consumer Industry of the Kirghiz SSR (Comrade Guriyeva) to manufacture during the III and IV quarters of this year at its enterprises for Construction and Installation Management No. 8 from the customer's materials 30 pairs of horse-drawn carts, as well as small household and construction tools, according to Appendix No. 1*.

11. To obligate the People's Commissariat of Trade of the Kirghiz SSR (Comrade Shcherbakova): by August 15 of this year, to organize a dining room for 200 people at the construction site of the champagne wine factory and a kiosk for the sale of food and industrial goods.

12. To obligate the State Planning Committee under the Council of People's Commissars of Kirghizia (Comrade Cheremisina) to allocate by the end of 1944 for the construction of the champagne wine factory in the city of Frunze: 1 million pieces of burnt bricks, 300 thousand pieces of raw bricks, 300 tons of lime, 50 tons of alabaster, 15 thousand pieces of tiles, and 500 cubic meters of round timber.

It is established that bricks, tiles, lime, and alabaster are fired using the customer's coal.

13. To obligate the Frunze Regional Executive Committee (Comrade Brusensko) to allocate in the III quarter of this year for the construction of the champagne wine factory in the city of Frunze 400 square meters of birch and 800 square meters of reed shields.

14. To instruct the NKVD of the Kirghiz SSR (Comrade Pchelkina) to work on the issue and present its proposals to the Council of People's Commissars of the Kirghiz SSR regarding the possibility of organizing an ITK during the construction of the champagne wine factory by July 25 of this year.

15. To obligate the Frunze Regional Party Committee (Comrade Kolosova) and the Regional Executive Committee (Comrade Brusensko) to establish control over the construction of the champagne wine factory and provide daily practical assistance to the construction. The Frunze City Party Committee (Comrade Bulla) is to ensure appropriate party-mass work among the workers - builders of the champagne wine factory.

16. To request the People's Commissariat of Food Industry of the USSR (Comrade Zotov) to allocate in the III quarter of this year for the construction of the champagne wine factory in the city of Frunze: an excavator, two sets of compressor units, 5 belt conveyors, 3 friction winches, 5 trucks, 300 running meters of narrow-gauge rails, and other materials and equipment, according to Appendix No. 2*. 17. To request the Council of People's Commissars of the USSR:

a) to establish the deadline for the commissioning of the first phase of the champagne wine factory of the People's Commissariat of Food Industry of the USSR and the winery of the People's Commissariat of Food Industry of the Kirghiz SSR in the IV quarter of 1946 and the deadline for the full completion of the construction of both factories in the IV quarter of 1948;

b) to allow the Council of People's Commissars of the Kirghiz SSR to mobilize 250 workers for Construction and Installation Management No. 8 of the "Conservstroy" trust of the People's Commissariat of Food Industry of the USSR in the III and IV quarters of 1944;

c) to allow the purchase of 100 horses for Construction and Installation Management No. 8 of the "Conservstroy" trust of the People's Commissariat of Food Industry of the USSR on the territory of the Kirghiz SSR through the local "Zagotzhivkonta";

d) to allow the organization of a labor supply department at Construction and Installation Management No. 8 of the "Conservstroy" trust of the People's Commissariat of Food Industry of the USSR.
