Having reviewed the model of the monument developed by the team consisting of the author, architect Lyublinskiy, and co-authors, artist Aitieva and sculptor Koshkin, as well as the project proposals from architects Molchanov, Pisarsky, Mishchenko, and others, the executive committee of the Frunze City Council of Workers' Deputies decided:
1. To base the further development of the project on the obelisk design developed by Lyublinskiy, Koshkin, and Aitieva, taking into account Pisarsky's proposal for the separate installation of memorial plaques for the soldiers buried in the mass grave and commander Logvinenko.
2. To obligate the design institute "Kyrgyzgiprogorselstroy" to develop working drawings by August 5 of this year, involving a sculptor and an artist in the work. To present the project documentation for review by the City Executive Committee.
3. To obligate the Kyrgyz branch of the Artistic Fund of the USSR (comrade Faktorovich) to ensure the participation of artist Aitieva and sculptor Koshkin from the institute Kyrgyzgiprogorselstroy in the further development of the monument-obelisk project.
4. To obligate the Frunze Construction Trust (comrade Beloglazova) to ensure the construction of the monument-obelisk by November 1, 1957, for which to immediately begin the procurement of materials (granite) and preparatory construction work. To involve the author’s team in the execution of artistic works (bas-reliefs, bronze plaques, etc.), which will be responsible for the technical and artistic supervision of the monument's construction.
