The Press and Radio of Kyrgyzstan in the Post-War Decade (1946-1956)

After the victorious conclusion of the Great Patriotic War, the country faced the enormous task of restoring the national economy, which had been devastated during the years of fierce battles with the enemy. The economy was being restructured for peaceful purposes. Industry was shifting to produce goods for the needs of the national economy. Collective farms and state farms were restoring equipment and expanding their areas.

It should be noted that during the war, the industrial potential of Kyrgyzstan significantly increased due to the evacuation of several industrial enterprises from the western regions of the country, primarily those producing defense-related products. A substantial amount of work was required to restructure them to meet the needs of agriculture and the basic needs of people. Agriculture in the republic demanded significant attention, where the hardships of the war years were acutely felt: there was a shortage of machinery, mineral fertilizers, experienced mechanizers, and other personnel. During the war, activities to improve livestock productivity, crop yields, and irrigation systems were not conducted at the appropriate level.

Large and diverse plans were envisaged in the areas of culture, science, education, healthcare, and improving the material well-being of the people.

With the end of the war, there arose an urgent need to restructure and further develop the press, changing the nature of its work. At that time, almost all local newspapers—republican, regional, city, and district—were published in a reduced format—on two pages (city and district newspapers were in a smaller format). The limited size of the newspaper space deprived them of the ability to fully cover the life of the country, the republic, and their region. There was a keen awareness of the inadequacy of the material and technical base, and the lack of journalistic personnel, which significantly affected the quality of the content of periodicals. It was necessary to restore the network of the press, which had been temporarily suspended due to the war, to establish the publication of new newspapers and magazines, and other media.

In March 1946, the Supreme Soviet of the USSR reviewed and approved the "Law on the Five-Year Plan for the Restoration and Development of the National Economy of the USSR for 1946-1950." In accordance with this law, the Supreme Soviet of the Kyrgyz SSR also adopted its five-year plan.

And, as always, in the implementation of the five-year plan for the restoration and development of the national economy of the country and the republic, a significant role was assigned to the mass media. A vivid example of this is that, despite the enormous difficulties of post-war devastation, the Central Committee of the VKP(b) already in June 1945, a month after the victory, adopted a resolution "On Improving the Quality and Increasing the Volume of Republican, Regional, and District Newspapers." According to this resolution, the volumes of the republican newspapers "Kyzyl Kyrgyzstan" and "Soviet Kyrgyzstan" were increased to four pages of large format. Their editorial staff expanded, and new departments were created: for Soviet construction, foreign information, and local correspondent networks. The number of departments in republican newspapers reached up to 10. From July 1945, the monthly theoretical and political journal of the Central Committee of the Communist Party (b) of Kyrgyzstan "Communist," some city and district newspapers, whose publication had been temporarily suspended due to wartime material difficulties, began to be published again.
