Development of Communication
The post office in Osh was established in 1956 based on the Osh city communication hub. The post office covers 24 city post offices and has a fleet of 38 vehicles. Daily, 29 cars and 4 route buses were used for mail transportation. On average, 44,300 pieces of written correspondence, 1,000 parcels, and 740 money transfers were processed daily, and 178,000 copies of periodicals were delivered. The post office employed 403 people, four of whom were awarded orders and medals of the USSR.
The appearance of the telegraph between Margilan and Osh dates back to the 1880s. A budget of 29,200 rubles was allocated for the construction of this telegraph line. Work began on May 23, 1886, and was completed in the summer of the same year. In 1894, the telegraph line was extended from Osh to Gulcha. On October 16, 1903, the acceptance of domestic telegrams was opened.
Telephone communication in the city appeared in 1925. Two field switchboards for 9 subscribers were installed, and one telephone operator was working. In 1940, there were 2 switchboards in Osh for 21 numbers and 1 call point. In 1941, 1,000 subscribers were connected to the telephone network. There were 50 call points in operation. By 1950, there were already 3 switchboards with direct connections to Tashkent, Andijan, and Jalal-Abad. In 1960, a telephone and telegraph station was opened in Osh, and an automatic telephone exchange for 15,000 numbers was put into operation. There were 18 switchboards and 10 call booths in operation. In 1967, the telephone station in Osh was expanded to 2,600 numbers, including 717 residential lines and 52 payphones. In 1973, automatic telephone communication was introduced, and in 1980, an automatic transit hub was created, which included 7 directions and 33 telephone communication channels. In the same year, there were 80 long-distance telephone booths. The station employed 130 workers. The directors of the GTS since 1970 included K. Deyunenov, A. Andreev, T. Latybaev, K. Aitieva, G. Zhdanovich, N. Hakimov, V. Konovaleko, and again since 1991 T. Latybaev.
T. Latybaev worked for 25 years in the communication enterprises, particularly in the Osh city telephone network. From 1970 to 1982, he served as chief engineer, and from 1982 to 1986 and from 1991 onwards, he was the head of the enterprise. The telephone station became a second home for Tukhatsin Latybaevich; his entire life is connected with it, and he dedicated the best years of his youth and maturity to it. He directed his labor energy towards the improvement and development of the city’s communication facilities. With his active participation, telephone stations were reconstructed and newly built, allowing for the "approximation" of remote areas from the center. Today, the installed capacity of the stations has reached 39,000 numbers.
The director of the Osh enterprise Kyrgyz Telecommunications, honored communicator of the republic M. Botbaev, talks about how the new digital telephone communication center was established in the city of Osh. For this program, the International Bank and the European Bank for Reconstruction and Development allocated 5 million dollars. The construction of the station was carried out by the firms "Ericsson" from Sweden, "Vera" from Norway, and "Eldor" from Israel. Specialists from Kyrgyzstan also participated in the construction. As a result, a telephone station for 10,000 numbers was commissioned. The new station meets all global standards and represents the latest generation of communication equipment produced by the firm "Ericsson." The opening ceremony of the Osh station was attended by the President of the Kyrgyz Republic A. Akayev, the governor of Osh region A. Muraliyev, and representatives of the firm "Ericsson." The new station is one of the steps that brought our republic closer to launching its own communication satellite, which is already named the Silk Satellite. In his congratulatory speech, President A. Akayev stated that the new station is very important not only for the region but for the entire republic. In the near future, the firm "Ericsson" will install similar stations throughout Kyrgyzstan, 9 of which will be located in the Jalal-Abad region. This will not only be extremely convenient but also profitable, as such centers far exceed the needs of the republic, allowing paid services to be provided to neighboring regions.
Currently, reconstruction of ATS-4, ATS-5, and PSK-5 is underway in Osh. The construction of another telephone station is planned. For this purpose, the Kuwait Fund for Arab Economic Development is providing a loan of 8.7 million dollars.
Construction of the station will begin in the second half of 1998, and it will be a great gift for the 3000th anniversary of the city. The Republic of South Korea is allocating 20,000 dollars for the construction of trunk channels, which will help improve telephone communication with 26 districts of the region.
