The initiative is part of a pilot project overseen by the Ministry of Justice, the Ministry of Internal Affairs, the General Prosecutor's Office, the Supreme Court, and the Department of Probation at the direction of the government. During the project, electronic monitoring has already been applied in 18 cases of domestic violence: in six cases, bracelets were used, and in twelve, mobile applications. The monitoring period lasts up to three months.
Implementation Process
The electronic monitoring is based on the Law of the Kyrgyz Republic dated October 15, 2025, No. 214, which amended the Code of Offenses and the Law "On Protection and Defense from Domestic Violence".This method will allow for round-the-clock monitoring of compliance with court restrictions, enabling the rapid identification of violations and responses to potential threats. According to statistics, the use of electronic monitoring demonstrates its effectiveness as a means of preventive protection.
In the near future, the implementation of electronic monitoring is also planned for the issuance of initial temporary protection orders. Subsequently, this practice will gradually expand to all districts of Bishkek and then cover the entire territory of Kyrgyzstan.
