The Jogorku Kenesh held the second reading of the bill on January 22, concerning amendments to a number of constitutional acts, including laws on the Supreme Court, local courts, and the Council for Justice Affairs. The authorship of this document belongs to a group of 35 deputies.

As explained by the initiators, the main goal of the bill is to improve legal regulation aimed at ensuring equal rights and opportunities for people of different genders in the political, social, economic, and cultural spheres. The development of this constitutional bill was carried out in connection with a draft law concerning changes to legislation on gender equality. It includes amendments to laws regarding state guarantees of equal rights for men and women, as well as to the charters of the Jogorku Kenesh, the state civil service, and protection against domestic violence.

The need for such a bill arose, as stated by Deputy Kamila Talieva, during the analysis of legislation on state guarantees. This analysis was conducted in accordance with the presidential decree of February 8, 2021, No. 26, which mandated an assessment of laws for compliance with the new Constitution and principles of social justice.

One of the key amendments will be the exclusion of the provision that requires gender representation only for courts with five or more judges. This may lead to a lack of representation in more than 20 local courts located in the regions.

It is proposed that the chairperson of the Supreme Court could take gender representation into account when rotating judges of local courts, by adding relevant changes to the law on the Supreme Court. The bill also introduces a requirement for gender representation when forming the Cabinet of Ministers. The deputy noted that the need for such requirements is outlined in the National Strategy for Achieving Gender Equality by 2030 and other strategic documents.

Among the initiators of the bill are deputies of the 7th convocation of the Jogorku Kenesh, such as Kamila Talieva, Nurlanbek Azygaliev, Chingiz Aydarbekov, Janarbek Akayev, Meder Aliyev, Seyidbek Atambaev, and others.
