Suspect Detained in Case of Non-Payment of Salaries to Builders of Small Hydroelectric Power Station in Ak-Suu Gorge
According to information from law enforcement, the applicant pointed to citizen G. A., who since 2024 had attracted 25–30 workers to carry out concrete work on the construction of a small hydropower plant in the Ak-Suu gorge. With a set salary of 50,000–60,000 soms per month, the payment for December 2025 was never made.
A criminal case has been initiated based on the signs of a crime as stipulated in Article 209 (Fraud) of the Criminal Code of the Kyrgyz Republic.
The investigation established that G. A., born in 1993, in October 2024, acting as a subcontractor, began performing concrete work at the facilities of HPP-1 and HPP-2 of the company "A. G. E." based on a verbal agreement. The cost of pouring one cubic meter of concrete was 5,500 soms. To conduct his activities, he registered an individual entrepreneurship in the name of his wife E. K., issuing a power of attorney.
During the work, about 100 local residents were involved, who were paid 200 soms per hour. However, from November to December 8, 2025, about 25 workers did not receive their wages.
The investigation revealed that during the specified period, 7,200 cubic meters of concrete work were completed, along with other construction work. The total amount of funds received by G. A. from the company "A. G. E." amounted to 43,446,878 soms, of which 3,115,000 soms were paid in taxes.
In accordance with Article 96 of the Criminal Procedure Code of the Kyrgyz Republic, citizen G. A. was detained and placed in a temporary detention facility. The investigation is ongoing.
