According to the agreement, a loan of $50 million is to be allocated at an interest rate of 1.5% for a period of 25 years with a grace period of 5 years. The funds are planned to be used to build five new educational institutions and seven additional buildings in Bishkek, as well as two schools in the Chui region. The completion of the work is expected to take place in 2029.
During the discussion, deputies began to ask questions to the Minister of Construction, Architecture, and Housing and Communal Services Nurdana Oruntaev. However, Speaker Nurlanbek Turgunbek uulu urged colleagues to focus solely on the bill, noting that the minister would be invited separately to discuss other issues.
Kokulov stated: "Yes, dear speaker, there is some truth in your words. But when ministers are appointed, you say to send them without asking questions. Now you say to only ask questions about the project. We approach them, they do not accept, they treat us completely differently. Look, Nurdana Kemelovich is sitting there, smiling. You remove the 'various' issues, but we are the representatives of the people! Are we going to do something for them, or will we just keep pressing buttons? Why, for example, are the roofs of schools collapsing?! If I were in your place, I wouldn't be smiling if these issues were under my control! We are deputies. We are on one side, they are on the other. That’s how it’s designed, that’s the structure. We must ask questions, and they must answer. Otherwise, schools will continue to collapse. Yes, of course, we should ask questions about the project, but you are not providing any other opportunity. I also went to the committees, and the situation is the same there. Colleagues, I won’t teach you, of course, but don’t forget that we are the representatives of the people," concluded Kokulov.
