Kasymaiev announced the transition from a social budget to a development budget
He emphasized that in recent years, the country has seen noticeable economic growth and financial stability.
Comparing Kyrgyzstan's budget with the indicators from 2020, Kasymaliev reported that its volume has increased almost fivefold, rising from 247.8 billion soms in 2020 to 1 trillion 101 billion soms in 2025.
Kasymaliev outlined the key factors that influenced the budget growth. In particular, the gross domestic product (GDP) increased from $8.3 billion in 2020 to more than $22.6 billion in 2025. Tax service revenues grew from 78 billion to 304.3 billion soms, while customs revenues increased nearly sixfold—from 28.9 billion to 157.4 billion soms. Non-tax revenues during this period also significantly increased—from approximately 33 billion to around 189.4 billion soms.
Additionally, an increase in economic activity was noted: the volume of services in the GDP structure exceeded 1 trillion soms, with a growth rate of 10.9%.
The head of the Cabinet of Ministers also addressed the issue of revenues from "Kumtor." He indicated that from 2021 to 2025, after the transfer of the enterprise to state management, approximately $5 billion 115 million (over 400 billion soms) was received from its activities. About $1 billion 176 million (approximately 100.6 billion soms) was transferred to the budget in the form of taxes and payments, as well as around $441 million (about 38.2 billion soms) in dividends.
Kasymaliev noted that as revenues increase, so do expenditures, emphasizing that the availability of financial resources opens up opportunities for the implementation of large construction projects, including roads and mortgage housing.
He added: "If previously our budget was focused on social needs, now it has become a development budget."
Following the meeting of the Collegium, the Chairman of the Cabinet of Ministers gave the Ministry of Finance a number of assignments. Among the main tasks for 2026, set by the president, he highlighted the increase of salaries for social sector workers and ensuring the rational use of budgetary funds in the area of public procurement.
