Zakharova: Kyrgyzstan has not filed a lawsuit in the EAEU court regarding migrant health insurance

At the briefing on January 30, Maria Zakharova emphasized that reports in the press about filing a lawsuit are not true. She also noted that the Kyrgyz side promptly confirmed this information.

Zakharova explained that in November 2025, Bishkek submitted a request to the EAEU court for clarification of the provisions of the agreement concerning mandatory health insurance. This procedure involves the court obtaining an advisory opinion, which is recommendatory.

She added that discussions on health insurance issues within the EAEU have been ongoing for a long time and are related to differences in the interpretation of the agreement from May 29, 2014, as well as to the law enforcement practices in the member countries.

In particular, Belarus does not have a system of mandatory health insurance, Armenia is just implementing it, while Kyrgyzstan and Kazakhstan already have it in place, but it significantly differs from the Russian model. As Zakharova noted, access to compulsory health insurance in Russia is granted exclusively to labor migrants from EAEU countries, while their families are not included in this process.
