
The government has announced its intention to identify and punish citizens involved in armed conflicts outside the country.
The State Security Service (SSS) of Azerbaijan has confirmed information about several arrests of citizens who participated in military actions on the territory of Ukraine.
According to law enforcement agencies, in January 2026, individuals were detained who fought both for Russia and for Ukraine, as part of formations that do not have legal status under national legislation.
The court has already approved the arrest of these suspects. In Baku, it is emphasized that participation in foreign military conflicts is considered a criminal offense, regardless of the side chosen by the participant. This step by the SSS demonstrates Azerbaijan's firm adherence to its policy of neutrality and its fight against mercenarism amid ongoing diplomatic tensions with Moscow regarding issues related to Ukraine.
