The deputy proposes to allow temporary entry of vehicles with foreign license plates for citizens of Kyrgyzstan.

At the plenary session of the Jogorku Kenesh on February 4, 2026, Deputy Dastan Bekeshev raised the issue of the difficulties faced by citizens of Kyrgyzstan living in Kazakhstan and Russia. He noted that these citizens are unable to enter the country in vehicles with foreign license plates.

According to Bekeshev, it is relevant to reconsider the existing rules. The deputy proposed the introduction of a temporary entry permit for Kyrgyz citizens traveling in vehicles with foreign license plates, valid for one month.
He also emphasized the importance of conducting temporary registration directly at customs. Additionally, Bekeshev made a request regarding the possibility of retrieving vehicles with Russian license plates that are currently in impound lots.
“It is necessary to take additional measures to legalize vehicles, as not all cars with Abkhazian and Armenian license plates have managed to go through the legalization process,” he added.
