Three candidates for deputies and a newspaper fined for violating campaign rules

The Central Election Commission of the Kyrgyz Republic has decided to impose administrative fines on three candidates, one citizen, and one media outlet for violations in election campaigning.

A working group responsible for informing voters and ensuring compliance with campaigning rules found that on January 17 of this year, Erkinbek Kyrbashov, using his Facebook page, posted about Gulnura Apsabirova, highlighting her professional achievements and describing her as a "patriotic woman." He also noted her support for the president since 2015, adding photographs of high-ranking officials. On the same day, Apsabirova reposted, expressing gratitude for the support and announcing her intention to participate in the elections.

Analysis of the materials showed that the photographs posted on her page violated the conditions of election campaigning.

Additionally, on February 6, the republican newspaper "Kyrgyz Tuusu" published the election programs and materials of candidates Gulnara Abdrzakova and Arslanbek Egemberdiev in issue 8 (24978), which also pertains to multi-mandate electoral district No. 13.

According to the calendar plan, election campaigning was supposed to begin on February 9, the day designated for the preparation and conduct of repeat elections for deputies of the Jogorku Kenesh, which will take place on March 1, 2026.

Furthermore, the CEC of the KR received information from the Department of Internal Affairs of the Jalal-Abad region regarding violations related to Nuraly Chilyanov. According to the information provided on February 6, Chilyanov distributed a campaign leaflet in a WhatsApp group calling for support for candidate Almazbek Chomoev.

The working group proposed imposing a fine of 7,500 soms on candidates Apsabirova, Abdrzakova, Egemberdiev, and Chilyanov. The newspaper "Kyrgyz Tuusu" was also fined 28,000 soms.

We remind you that on December 3, 2025, the CEC conducted an analysis of the situations in district No. 13, where 94 polling stations were established and 160,340 voters reside. Fourteen candidates were registered for the early elections. During the inspection, it was found that representatives of the candidates had installed cameras at 35 polling stations, which violated the secrecy of the vote. As a result, the CEC annulled the registration of all 14 candidates who participated in the voting.
