On February 12, 2026, during a plenary session of the Jogorku Kenesh, Deputy Mahabat Mavlyanova raised an important issue regarding the difficulties citizens face when traveling abroad due to unpaid fines.
She emphasized the need to create conditions for instant payment of fines through mobile banking applications. "People encounter problems when they cannot pay fines on the spot, which leads to their flight tickets expiring and, consequently, financial losses," she noted.

In response to this comment, Deputy Head of the Supreme Court Apparatus Aman Jumaliev reminded about the possibility of using the "Tunduk" application to check existing restrictions and fines in advance. He added, "After the fine is paid, the restrictions will be lifted within 24 hours."

In response to this, the deputy called for the development of an instant payment system for the convenience of citizens. At that time, a draft law "On Amendments to the Code of the Kyrgyz Republic on Non-Tax Revenues" was also being considered for its second reading.
