Previously, a similar proposal was put forward by the State Committee for National Security (SCNS).
Essence of the Proposals
The changes concern the selection process for participants in the "Menin üüm" program. According to the new amendment,individuals serving in the military or law enforcement will be able to participate in the program regardless of their place of service, provided they meet all participation requirements and submit an application.
Goals of the Initiative
As emphasized by the initiators (the State Service for the Execution of Sentences), law enforcement officers perform their duties under high workloads and restrictions. Their work involves movement across the entire country, including remote and border areas, as well as rotations that are beyond their control.According to current regulations, when changing their work region on their own initiative, a participant is removed from the program queue and must submit a new application indicating the new region.
"Long-term mortgage loans (up to 25 years) create a dependency of participation in the program on the location of temporary service, which limits the rights of employees to housing. The introduction of an amendment that removes these territorial restrictions will provide equal opportunities for this category of workers, regardless of their temporary deployment," the initiator notes.
This provision also has significant personnel and strategic importance, as it will help retain and strengthen the human resources potential of law enforcement agencies.
By introducing this legal norm, the state is taking an important step towards ensuring equal rights for law enforcement officers and citizens, enhancing their social protection, as well as strengthening morale and personnel stability.
