What a twist! The Central Election Commission approved the deputies of the City Duma from electoral district No. 13

At the meeting of the Central Commission for Elections and Referendums held on February 13, a decision was made to approve three deputies from the multi-mandate district No. 13, where the election results had previously been annulled.

As reported by the head of the election process organization department, M. Kozhokeeva, a collective appeal was received by the Central Election Commission from candidates Aibek Altynbekov, Aigul Karabekova, and Talant Mamytov, who participated in the early elections to the Jogorku Kenesh on November 30.

The candidates requested a review of the CEC resolution No. 161 regarding the election results from December 3, citing new circumstances discovered during the criminal case. To thoroughly investigate the situation, the CEC sent a request to the Ministry of Internal Affairs to obtain additional information.

A representative of the Ministry of Internal Affairs, Mavlyanov, reported that during the investigation, it was found that phones at the polling stations were installed by supporters of candidate Baktybek Sydykov. These individuals have been charged; however, no criminal cases have been initiated against other candidates.

Mamytov himself stated that he acted within the law and did not commit any violations. "The phones were not ours. We demanded that those responsible be punished. We waited for justice until the end. We were told that it would take time. We cannot be held accountable for the actions of others. New facts have emerged, and we ask to protect our rights and make a fair decision," the candidate noted.

The chairman of the CEC, Tynchtyk Shainazarov, added that the contributions would be refunded.

Nine members of the CEC voted for this decision, while two, Kabylbek Mambetaipov and Nurlan Koichukeev, expressed protest.

It should be reminded that on December 3, 2025, the CEC examined violations in district No. 13, where 94 polling stations were organized. In this district, 160,340 voters were registered, and 14 candidates participated in the early elections. During the inspection, it was found that representatives of candidates, registered as observers at 35 polling stations, illegally installed cameras and monitored voters, violating the secrecy of the ballot. As a result, the CEC annulled the registration of all 14 candidates.

In the repeat elections, 23 candidates were registered.
