At the CEC meeting held on February 13, M. Kozhokeeva, head of the election process organization department, reported on a collective appeal from the candidates — Aibek Altynbekov, Talant Mamytov, and Aigul Karabekova, who participated in the early elections to the Jogorku Kenesh on November 30.
The candidates requested a review of CEC Resolution No. 161 on the election results dated December 3, citing new circumstances revealed as a result of a criminal case. The CEC sent a request to the Ministry of Internal Affairs for additional information on this case to conduct a thorough and objective investigation, Kozhokeeva noted.
As reported by the representative of the investigative service of the Ministry of Internal Affairs, Mavlyanov, the investigation established that phones at the polling stations were placed by supporters of candidate Baktybek Sydykov, and they were charged. No criminal cases were initiated against the other candidates.
Talant Mamytov expressed the opinion that he acted within the law during the elections and did not commit any violations. "The phones do not belong to us. We expected that those responsible would be identified. We waited for justice until the end. We should not be held accountable for the actions of others. Now that new facts have emerged, we ask to protect our rights and make a fair decision," he stated.
CEC Chairman Tynchtyk Shainazarov confirmed that the candidates' contributions would be returned.
Nine CEC members voted in support of this decision, while two, Kabylbek Mambetaipov and Nurlan Koychukeev, opposed it.It should be noted that on December 3, 2025, the CEC reviewed violations in district No. 13, where 94 polling stations were created, with 160,340 registered voters. A total of 14 candidates for deputies were presented in the early elections. During the inspection, it was found that representatives of candidates, registered as observers at 35 polling stations, illegally installed cameras during voting, which violated the secrecy of the ballot. As a result, the CEC annulled the registration of all 14 candidates who participated in the elections.
In the repeat elections, 23 candidates were registered.
