The main objectives of the new legislation include improving methods for combating corruption, addressing shortcomings in assessing the level of corruption in government institutions and local authorities, as well as developing digitalization and educational programs aimed at fostering an anti-corruption culture. The law is also intended to contribute to creating an atmosphere in which corruption will be rejected and to the implementation of the president's decree on the "State Strategy for Combating Corruption in the Kyrgyz Republic for 2025-2030."
The law contains important provisions regarding:
- regulating the subject, objectives, and tasks of combating corruption, with definitions of terms that will help eliminate ambiguity and minimize the risks of abuse;
- defining the subjects involved in combating corruption, their functions and tasks, as well as the responsibilities of government bodies and local self-government, as well as legal entities with state or municipal participation;
- measures aimed at preventing corruption and holding accountable those who violate the law, as well as minimizing the consequences of corrupt actions;
- assigning to the authorized body for preventing corruption the responsibilities for maintaining a unified register of corruption crimes, and to the authorized body for state civil and municipal service - a register of offenses related to conflicts of interest.
