In the department, it was emphasized that their work strictly complies with the Constitution and laws of the Kyrgyz Republic.
The status of "kairylman" was introduced to simplify the process of obtaining citizenship for ethnic Kyrgyz returning to their homeland. This status is granted by a special commission, which includes representatives from various government structures, including the Ministry of Internal Affairs and the State Service "Kyzmat." A decision on the kairylman status is made within two months after the application is submitted to the ministry, the Ministry of Labor noted.
According to the latest data, in January 2026, 132 people became kairylmans, and in 2025, 935 people received this status:
- 66 people from Uzbekistan;
- 837 people from Tajikistan;
- 12 people from China;
- 9 people from Russia;
- 10 people from Afghanistan;
- 1 person from other countries.


According to the Ministry of Labor, kairylmans have the right to social guarantees and benefits comparable to the rights of citizens of Kyrgyzstan. Currently, 13 kairylmans receive social benefits, 19 receive pensions, and five have received land plots. Additionally, 263 people are using medical services, 373 are studying in schools, and 63 are in universities. Out of 30 people who applied for employment, 11 have already found jobs, the department added.
