In response to the statements made by Deputy Temirlan Aitieev, who criticized government agencies for violating the rights of ethnic Kyrgyz, the Ministry of Labor issued a clarification.

In the department, it was emphasized that their work strictly complies with the Constitution and laws of the Kyrgyz Republic.

The status of "kairylman" was introduced to simplify the process of obtaining citizenship for ethnic Kyrgyz returning to their homeland. This status is granted by a special commission, which includes representatives from various government structures, including the Ministry of Internal Affairs and the State Service "Kyzmat." A decision on the kairylman status is made within two months after the application is submitted to the ministry, the Ministry of Labor noted.

According to the latest data, in January 2026, 132 people became kairylmans, and in 2025, 935 people received this status:

Kairylmans are issued a certificate for three years, during which they must apply for citizenship of the Kyrgyz Republic.
