Russia has suspended the action of certificates from three accreditation bodies from Kyrgyzstan on its territory — Details

- The Federal Accreditation Service of the Russian Federation announced the suspension of all certificates issued by three accreditation bodies from Kyrgyzstan, starting from February 9.

This decision will remain in effect for one year and was prompted by repeated (more than three times within a year) violations in the issuance of conformity assessment documents.

Among the products for which problematic certificates were issued are children's construction sets, toy cars, mechanical toys, plastic figures, board games, as well as children's clothing and footwear, including hats and ATVs. In some cases, exceedances of phenol and formaldehyde levels were identified, as noted by Rosakkreditatsiya.

The certificates of the following accreditation organizations have been suspended:

LLC "Certification Center 'Muras'" (registration number KG417/КЦА.ОСП.046);  

LLC "Certification and Testing Center" (registration number KG417/КЦА.ОСП.026);  

LLC "Expert-Line" (registration number KG417/КЦА.ОСП.053).

According to reports, in 2025, these organizations issued more than 15,500 certificates for Russian companies.

“This decision is part of efforts to prevent violations in the process of issuing conformity assessment documents. It aims to strengthen trust in the conformity assessment system within the EAEU, protect honest businesses and consumers, and motivate the Union countries to improve quality standards in this area,” commented Alexey Khersontsev, State Secretary and Deputy Minister of Economic Development of the Russian Federation.

Context of the Situation

In June 2025, the Minister of Economic Development of Russia Maxim Reshetnikov noted a significant increase in Kyrgyz certificates in the Russian market. 

The Ministry also pointed out the "low quality" of certificates issued by EAEU countries. According to reports, the number of Kyrgyz certificates in the Russian market reached 250,000.

At that time, the Ministry of Economy of Kyrgyzstan responded that such statements require monitoring and assessment of the work of accredited certification bodies.

Since November 30 2025, a new government decree has come into force in Russia, which empowers control bodies and Rosakkreditatsiya with the right to temporarily suspend the actions of certificates and declarations if the products do not meet the mandatory safety requirements of the EAEU technical regulations or if there are no documents on the basis of which they were issued.

At the meeting of the EAEU Intergovernmental Council in December 2025, the heads of government of the Union countries also indicated that the fight against unjustifiably issued certificates would continue.
