At the working meetings held in Moscow, the presence of Alexey Shirshov, former finance director of OJSC "Severelektro" and former chairman of OJSC "TNK Dastan," became a necessity. This decision is driven by the pragmatic interests of the state and expert support in the complex negotiation process with representatives of the company "RusHydro" and the Minister of Energy of Russia, Sergey Tsivilev.
First Deputy Chairman of the Cabinet of Ministers Daniyar Amangeldiev commented on Shirshov's participation in negotiations regarding the construction of the Upper Naryn Cascade of Hydroelectric Power Stations and issues in the fuel sector. He emphasized that "the involvement of Alexey Shirshov is related to his deep knowledge of the history of the issue and the details of the project, starting from 2008." His understanding of the nuances of the initial agreements and technical parameters is crucial for forming a reasoned position for the Kyrgyz side in dialogue with "RusHydro." Daniyar Amangeldiev added: "In the current situation, we are using all available resources to advance the project and protect the economic interests of the republic in the energy sector."

Alexey Shirshov is a close friend of Maxim Bakiyev, the son of former president Kurmanbek Bakiyev, who is considered an influential figure in the energy sector of Kyrgyzstan and was previously involved in corrupt schemes in this area.
