Draft Agreement on Combating Illegal Content on the Internet Sent to EAEU Member States

The Council of the Eurasian Economic Commission (EEC) has given the green light to begin the procedures necessary for signing an Agreement aimed at combating illegal content on the Internet. This was announced on February 24 by representatives of the Commission.

The draft Agreement, concerning coordinated methods for countering violations of intellectual property rights online, has already been sent to the countries of the Eurasian Economic Union (EAEU) for the necessary domestic procedures prior to signing.

The document proposes the implementation of measures aimed at protecting intellectual property rights on the Internet, as defined by the national legislation of the participating states. According to the draft Agreement, countries will be able to apply judicial measures to restrict access to illegal content, and there will be an obligation for website owners to block such content based on court decisions. In addition, the agreement plans to create an electronic register to account for resources whose access is subject to restriction.

It is important to note that this Agreement does not prevent member states from taking additional measures that are not provided for within its framework.

The Minister for Economy and Financial Policy of the EEC, Bakyt Sultanov, emphasized that all EAEU states have completed internal approvals for this draft, indicating the document's readiness for signing. He also noted that “the Agreement is an important step for the media and creative community, creating clear and transparent rules within the Union that will ensure effective protection of the interests of rights holders.”
