Investors in Kyrgyzstan Strengthen Legal Protection


The National Investment Agency (NIA) under the Government of the Kyrgyz Republic is actively working to improve the legal protection of investors and optimize the processes for reviewing their complaints, as reported by the agency's press service.

Since the introduction of the investor complaint handling procedure on January 28, 2022, and until January 2026, the NIA has registered 63 appeals, of which 61 have already been reviewed. From 2022 to 2024, there were 35 complaints received, and in 2025, there were 24, including two carried over from 2024. The agency assists investors in resolving issues related to tax reassessments, refusals by local authorities to provide or extend land plots, unlawful inspections by law enforcement agencies, and other administrative obstacles.

Additionally, the NIA provides legal consultations, clarifying current legislation, which allows investors to make informed decisions. The agency's specialists conduct expert reviews of investment agreements and regulatory acts, ensuring their compliance with the law and protecting the interests of all parties.

On May 12, 2025, the NIA became part of the automated information system of the General Prosecutor's Office, "Investor Complaint Registry," which significantly increased the transparency of procedures and improved inter-agency cooperation in the area of investor rights protection.

As part of the implementation of the presidential decree, an open dialogue organized by the NIA was held in Bishkek, where measures to improve the investment climate and legal protection of investors, as well as to strengthen trust between the state and business, were discussed.

The event was attended by representatives of government agencies, the secretariat of the Council for Business Development and Investments under the Cabinet of Ministers of the Kyrgyz Republic, and business associations. One of the outcomes of the meeting was the signing of a tripartite memorandum of cooperation between the NIA, the General Prosecutor's Office of the Kyrgyz Republic, and business associations aimed at developing partnership relations between the state and business.

Participants in the discussion called on government institutions to facilitate the creation of stable and predictable conditions for doing business, as well as to enhance the investment attractiveness of the country.
