According to this agreement, a Universal Center will be established in Tashkent, which will include an Information Security Center and a Center for Combating Transnational Organized Crime, which will be located in Bishkek.
If necessary, the Council of Heads of State of the SCO has the right to open additional branches of the Universal Center on the territories of the member states.This center will function as a permanent body of the SCO, aimed at promoting interaction and coordination of efforts among the competent authorities of the countries to combat security challenges related to terrorism, extremism, and transnational organized crime, including in the information space, as provided for by international legal documents of the UN and SCO.
The Universal Center will be granted the rights of a legal entity and will be able to:
- enter into civil law contracts;
- acquire and manage movable and immovable property;
- open bank accounts in any currency;
- act in legal proceedings as a plaintiff or defendant.
Funding for the Universal Center will be provided from the SCO budget.
