The deputy asked how the amendments to the Criminal Code of the Kyrgyz Republic will be applied using the example of detained law enforcement officers.
One of the most controversial proposals was the amendment to Article 50 of the Criminal Code, according to which "causing harm while lawfully performing duties, as well as actions aimed at protecting sovereignty and constitutional order... shall not be considered a crime."
Deputy Gulya Kozhokulova expressed her doubts and cited the situation with the GKNB, where criminal cases were initiated against some employees.
"You are the Prosecutor General's Office, and it is your duty to monitor the enforcement of laws. What is your position on this point? Considering the recent criminal cases against the leaders of the GKNB... This bill states that a person is not liable for improper execution of an order if it was received unlawfully. How is this possible? Who will determine what is lawful?" she asked.
Deputy Prosecutor General Umutkan Konkubaeva reminded that this amendment had been excluded.
"Firstly, the Prosecutor General's Office did not initiate this bill. As for Article 50, during the second reading, this provision was excluded, and the previous version remained," Konkubaeva replied.
