The Cabinet approved the conclusion to the CIS Agreement on International Controlled Delivery

- On February 18, 2026, the Cabinet of Ministers of the Kyrgyz Republic issued decree No. 83-t, which approved the conclusion to the Agreement on the procedure for organizing and conducting international controlled deliveries, signed on October 10, 2025, in Dushanbe.

The conclusion confirms that the document complies with the Constitution and legislation of Kyrgyzstan and does not contradict existing international treaties. As stated in the conclusion, the implementation of the Agreement is intended to improve the exchange of operational information and conduct joint activities to combat the illegal movement of "controlled items," including drugs, weapons, cultural, historical, and artistic values, as well as other goods whose circulation is prohibited or restricted.

The Ministry of Internal Affairs of the Kyrgyz Republic has been designated as responsible for the implementation of this Agreement. The conclusion will be submitted for consideration to the Jogorku Kenesh of the Kyrgyz Republic.

The document also notes that ratification will not lead to negative financial consequences and will not require additional expenditures from the state budget.

The Agreement on international controlled deliveries, signed on October 10, 2025, in Dushanbe (hereinafter referred to as the Agreement), complies with the norms of the Constitution and legislation of the Kyrgyz Republic and does not contradict international treaties that have been ratified in the established manner and of which the Kyrgyz Republic is a participant.

The draft of this Agreement was approved by the decree of the President of the Kyrgyz Republic dated April 10, 2025, No. 119.

This Agreement aims to create an effective system of interaction between the competent authorities of the CIS member states, which will allow for the expansion of operational information exchange and the conduct of joint activities aimed at combating modern threats, including crime in the field of illegal trafficking of controlled items across borders. It also implies the creation of effective mechanisms to counter the illegal trafficking of drugs, weapons, cultural, historical, and artistic values, as well as other goods subject to restrictions.

Ratification of the Agreement will open new opportunities for cooperation between the state authorities of CIS countries, significantly enhancing the effectiveness of control over the movement of goods and substances with restricted or prohibited circulation, as well as strengthening regional security.

Since the draft Agreement does not contain provisions that prohibit the introduction of reservations or establish limitations at the stage of coordination, in accordance with paragraph 2 of part 2 of Article 7 of the Law of the Kyrgyz Republic "On international treaties of the Kyrgyz Republic," there was no need for its coordination with the relevant committees of the Jogorku Kenesh.

Ratification of this draft Law will not lead to negative financial or economic consequences and will not require additional costs from the republican budget.
