AI Anchors in the Jogorku Kenesh: A Threat to Live Journalists or the Future of Media?


A new format for news coverage using artificial intelligence technologies has been launched in the Jogorku Kenesh. Now, parliamentary news will be presented by virtual anchors in Kyrgyz, Russian, and soon in English.

The initiative to launch this project was proposed by the new speaker of the KR Jogorku Kenesh, Marlen Mamataliyev, and its implementation began with the reform of the press service.

The details of the project were revealed by the head of the press service of the KR Jogorku Kenesh, Zhaynak Usen uulu, in an interview for VB.KG.

He noted that this is not just a technological novelty, but an element of a broader program for digitalization and improving communication with society.

Another important change is that under the new leadership, the Russian language has once again become part of public communication, which was not the case under the previous speaker. Now, AI anchors will present news in two languages - Kyrgyz and Russian, with the addition of English in the near future.

How Digital Anchors Function

Starting Monday, a new format for news broadcasts has been introduced in the Jogorku Kenesh. Virtual images - both male and female - have been created with unique names, appearances, and voice algorithms.

As Zhaynak Usen uulu explained, the project has been implemented using advanced generative technologies. Two specialists are working on the technical side:

• one is responsible for creating and configuring the program;

• the other is engaged in moderating, uploading texts, and forming introductions.

It is important to note that live journalists still develop all the original materials:

• they gather information,

• formulate news topics,

• write introductions,

• prepare synchronizations.

After that, the texts are uploaded into the program, where they are processed and voiced by the virtual anchor.

Time Savings and New Horizons

According to the head of the press service, the implementation of artificial intelligence allows:

• to reduce the time for preparing broadcasts;

• to decrease technical costs (for example, on makeup, lighting, studio filming, and some directorial work);

• to redistribute resources for deeper analytics and the creation of quality content.

The project has already received positive feedback.

It is noted that there is no talk of reducing the number of parliamentary journalists. On the contrary, technologies are viewed as an additional tool. In the future, the press service will also need specialists in motion design to work on the visual design of dynamic content and graphics.

"This is not a replacement for people, but an opportunity to expand horizons. A person will be able to focus more on analytics and content," emphasized Zhaynak Usen uulu.

Part of State Digitalization

The press service emphasizes that this project aligns with the overall direction of digitalizing state processes.

This concerns not only the media format but also simplifying citizen interaction with the parliament - through online appeals, quick consideration of requests, and more accessible information about the work of deputies and committees.

Work is also underway to make deputies' contacts more accessible to media representatives.

Opinion of a Deputy: "This is a Requirement of Modernity"

Deputy Dastan Bekeshev positively assessed the introduction of AI anchors.

He believes that the use of neural networks is a natural step of the times:

"I actively use various neural networks myself. They help both in work and in everyday life. I am glad that the parliament is moving in this direction."

He noted that the new format informs citizens about the issues that will be discussed at the meetings of the parliament and committees.

The deputy particularly highlighted the language aspect. In his opinion, artificial intelligence is capable of functioning in different languages - Kyrgyz, Russian, English, or Chinese - without the need to increase the number of editors.

"With AI, there are no problems at all - news can be released even in Chinese. This simplifies the process and saves time," he emphasized.

However, the deputy added that human participation in political communication remains important, especially when it comes to direct interaction with citizens.

Thus, the launch of AI anchors in the Jogorku Kenesh has become not only a technological innovation but also an element of a broad digitalization reform aimed at openness, accessibility of information, and bilingual (soon to be trilingual) communication with society.
