The deputy stated that the violation occurred around 7 a.m., but the officers arrived at his house only at 11 a.m. "How can it be allowed that search activities are conducted against me when this contradicts the Constitution?" he exclaimed.
A representative of the Main Department for Ensuring Road Safety confirmed that Kokulov's statement is under review, and a response will be provided in writing.
According to him, the officers were called by local residents to check the situation.
Kokulov also questioned whether the pages t.police and bishkek.police on Instagram are official accounts of the Main Department for Ensuring Road Safety.
To this, the department representative answered negatively.
The deputy continued: "Then why do the officers violate my constitutional rights and post videos online? How can they do this without body cameras? Why was the protocol drawn up by a press service employee in civilian clothes? If you have information about a violation, why do you continue to post it online?" He expressed dissatisfaction that he was portrayed in a negative light, although he had only one question: "Why are they interfering in my personal life?"
Kokulov added that he suggested the officers call him the next day to draw up the protocol.
Deputy Minister of Internal Affairs Oktobyr Urmambetov explained that the officers of the Patrol Service did not know it was Kokulov's car.
"An internal investigation is being conducted to determine how your reputation was harmed," noted the deputy minister.
Kokulov also emphasized: "I understand the necessity of these norms, but, dear president, they should start with representatives of the law. If they themselves violate the law and the Constitution, how can they be trusted to check drivers' knowledge?"
