The deputy criticized the provision on exemption from liability for reporting in the competition bill.
According to her, government intervention also contributes to the growth of bureaucracy, a reduction in investments, a slowdown in economic growth, and an increase in corruption.
The deputy emphasized that investors prefer stable and free market conditions.
“What is the ethical side of Article 15 of the discussed competition bill? That is, if someone reports a collusion first, will they be exempt from liability and fines?” - Sadyrbaeva asked.
In response to this statement, the head of the Antimonopoly Service, Aibek Mamyraliyev, explained that this article was amended at the request of businesses to avoid immediate penalties.
However, the deputy expressed disagreement with this position.
“It turns out that the entrepreneur first agrees to the collusion and then reports it. This is unacceptable,” - she noted.
At that time, the draft Law “On Competition” was being considered, which had been submitted for the first reading (initiator – Chairman of the Cabinet of Ministers, incoming No. 6-1194/26 dated 27.02.2026) and was discussed by the Committee on Finance, Budget, Entrepreneurship, and Competition Development.
