For reference, Mamatov was born on February 26, 1981, in Bishkek. In 2003, he completed his studies at the Faculty of "Finance and Credit" at the Kyrgyz National University named after J. Balasagyn, and in 2013 he received a diploma in "Law" from the Kyrgyz State Law Academy. Previously, he held the position of chairman of OJSC "Kyrgyzkomur" in the Ministry of Energy and is a member of the Central Commission for Elections and Referendums.
The previous chairman of the State Financial Supervision was Marat Pirnazarov.
