The initiative was put forward by the Chairman of the Cabinet of Ministers.
The Deputy Minister of Justice, Almazbek Zarylbek uulu, emphasized that the main goal of this draft law is to eliminate legal gaps related to electronic money. He noted that it is planned to recognize these funds as objects of civil rights, which will ensure the possibility of their inheritance in accordance with the rules established by law.
According to him, the lack of clear regulations on the inheritance of electronic money creates legal uncertainty and increases the risks of unauthorized disposal by third parties.
The Ministry proposes to include electronic money in the list of objects of civil rights that can be freely transferred or passed from one person to another within the framework of universal succession, including inheritance and reorganization of legal entities, as well as by other means.
